MOM has introduced a new fair Consideration Framework to ensure Singaporeans are not discriminated against in Singapore.

Well done, TCJ.

Big boo to ex Manpower Ministers NEH and GKY who have allowed discrimination against Singaporeans in Singapore. Big boo to LHL for poor leadership in this area too.

The PAP has let Singaporeans down over the last five years. Let's see LHL and Manpower Minister repent for the wrongs they have done to Singaporeans

Finally something is being done to address this issue. But this is only one of the many issues that Singaporeans face so lets see if they are able to address other issues.

Thanks for starting this thread.

To be fair, SDP was actually the first to bring up this 'Singaporeans First' Policy (let me know if I'm wrong), which was also formalized in its population paper released earlier this year:

The PAP Government took another SDP idea when it announced today that companies must show that they cannot find Singaporeans to do the job before they are allowed to hire foreigners.

The SDP has been championing this policy for more than ten years, repeatedly raising this idea in our publications, events and election rallies.

As early as the 2001 general elections, we had campaigned on the Singaporeans First Policy where we proposed in our campaign flyer that:

While Singaporeans are losing their jobs, the PAP insists on taking in foreigners in order to suppress the wages of the people. The SDP will push for a Singaporeans First Policy which will insist that employers retrench foreign workers first. Foreign workers will only be allowed to come into Singapore, if no locals are available for the job.

Acting Minister for Manpower Tan Chuan-jin announced that from August 2014, firms with more than 25 employees must advertise a vacancy for professional or managerial jobs paying less than S$12,000 a month. Only after they have demonstrated that they cannot find a local can the company apply to bring in a foreign national.

Now compare this to what the SDP proposed in our population policy paper Building A People: Sound Policies For A Secure Future:

1. Enact the Singaporeans First Policy
This policy was first proposed in the late 1990s and formally introduced in the SDP’s election
campaign in the 2001 general elections. As an alternative to the current foreign manpower
policies, this proposal is a broad shift of the manpower policy to a focus on productivity and
innovation. Our proposal also ensures that foreign workers are not used to unfairly suppress
wages. Under this policy, businesses will be required to:

● Demonstrate that the skills their companies require are not available among
Singaporeans before they are allowed to hire a foreign worker;
● Hire foreign workers from a pool of shortlisted applicants who are assessed based on
a rigorous merit-based framework; and
● Retrench non-Singaporeans before locals (should retrenchment be necessary, given
similar work-performance).[/TD]

Yes, the pap has messed up very badly over the last five years. It will get worse before it gets better as LHL and his ministers are lost trying to tackle so many fires. It is sad that he is not confident to take on live questions during his TV show.

Yes, SDP is right. In Singapore, it must be Singaporeans first. Citizenship has its privileges

its just to wayang la, its only a 'framework' where employers are 'expected' to do the right thing by considering sinkies first..but what can u do if companies merely go thru the motions but end up hiring a foreigner???

Hopefully it was not wayang lo.. if not,, more sinkies would be losing their jobs to foreigners ...

Legislate. And enforce.

That's what the US does. I know of an American MNC who wanted to hire a Brit from another country HQ to helm its NY office. The company had to show proof why they couldn't hire an American – had to provide evidence of job interviews, etc etc. The British candidate himself had to undergo 3 interviews with the American embassy before he finally got the job.

And it was an internal transfer!
