Looking at all the recent pass events, it surely send a clear signal that if someone do not heed the signs more will come.
Unfortunately as common folk Sinkie were also gulity in continuing to vote them in despite the signs that they are no good, they must pay the price to start the down fall of their present rulers.
Some who know this sort of signs choose to remain silent , waiting for the entire effect to take it' s toll.

He had to retrieve passport from home, a clear indication he had no intention to kill when he first arrived. What escalated matters is for the police to ascertain.
