it's a lofty political statement that can never be fulfilled. however, anybody who thinks a politician needs to be held accountable for ambitious (a.k.a. impossible) promises made needs to consult a shrink. vote-gathering sweeping, over-the-top, bold claims by politicians worldwide are never ever fulfilled to perfection. there are cracks, and crumps do fall into crevices.

with that said, technically, "no one gets left behind" can be implemented (but not 100% fulfilled) only if folks allow a heavy-handed, nanny, protective-mom approach. even super nanny-state like nk cannot cover all the bases. but for sg, here are my suggestions for the pmo:

1. install surveillance cameras and sensors everywhere, from balconies to bedrooms to bathrooms.
2. insert monitoring devices and health sensors in the orifices and crevices of everyone.
3. assign dedicated, multi-faceted teams to observe and study each individual to assess physiological, psychological, mental, emotional, financial and occupational conditions on a 24 by 7 basis.
4. create a massive database (larger than google's) for logging of all data collected from above methods.
5. have teams in (3) conduct regular daily sessions internally to plan and decide on courses of action, assistance, remedial, interventionist, non-interventionist, etc.
6. if necessary, teams must be able to predict the future and respond at site immediately to prevent events from unravelling (a.k.a. minority report style).
7. teams must have endless funding to throw cash at the individual and problem, if money is the issue.
8. if time and close contact physical care are required, teams will take turns or run shifts to be there in person to lend a helping hand. cleaning up someone's shit, feeding and bathing are part of the required routines.
9. recommended team strength is 4. recommended number of care teams per sinkie is 4. 16 x foreigners, therefore, will need to be hired to staff the teams, per sinkie.
10. the new mantra will be "4, 4 will score" or "die, die must try".

it's doable. it's only whether sinkies would want such a wonderful all-inclusive 24by7 care package. :*:
 
The problem is the term "left behind" has not been properly defined.

In my view, nobody in Singapore has been left behind. That woman who killed her 9 year old wasn't left behind. She had a roof over her head and she hardly looks malnourished. Nobody left her behind. She's a victim of her own poor choices.

there's no foolproof way, short of a sci-fi "minority report" society, to prevent people like her from committing murder or infanticide. it's a choice she made, not necessarily out of lack of resources, support or assistance, but definitely out of fatigue and a weak mind. some mothers have all the help and resources they can get, yet deliberately plan and execute their offsprings. it would be more forgiving if she aborted early, or went postal post-natal and killed her infant by suffocation, but no, she had to endure for 9 years and finally succumbed to sheer fatigue and despair. not even sure if "mercy killing" was ever in her motive. i've seen well-to-do mothers and parents in some of the best welfare systems in the world abandoning their grown up toddlers and teens with autism at non-gov care centers and foster homes. very few resort to murder. when they were babies, parents would ride it out, but when they grew bigger and heavier, i could see fatigue and frustration setting in and them throwing in the towel. early culling of deformed, handicapped fetuses and infants with characteristics of retardation (like the spartans did) would do everyone a favor.
 
Honestly, none of us would be so worked up if our ministers didn't claim to be the best around. have helicopter vision, get paid millions etc.

In the past, save for a few extremists, no person will put the blame on the government for not doing their job.

let's be completely honest: would we still have so much gripe if the MIWs weren't paid millions? would we be more accommodating if the MIW were more humble?

humility will cum when one gets booted, oops i mean voted, out of office. the arrogance will always be there if there is no threat of losing monopoly status.

Too arrogant and howlian, vastly overpaid, always blowing their own trumpets, little humility, compassion and empathy, under-achieving, over-exaggerating, sycophants to the rich and powerful, condescending and snooty to the ordinary folk.........................
