Man who filmed 423 upskirt videos, charged with insulting modesty of women

A man was charged in court on Tuesday with 423 counts of insulting modesty by taking upskirt videos of women.
Kew Guozhi, 31, is alleged to have used a camera pen to capture video recordings of the inner thighs and underwear of his victims over a two-year period between 2009 and 2010.
He allegedly committed 11 offences at an office in Hampshire Road by taking upskirt videos of four women.
The other offences occurred at Takashimaya, Kinokuniya and Watson store - all at Ngee Ann City - as well as Isetan Shaw House, Popular bookstores in Ang Mo Kio and Bishan Place, Ang Mo Kio Hub, Borders at Wheelock Place, Jurong Point and Artfriend store in Ngee Ann City.
