SINGAPORE: Those who wish to buy more than one car in Singapore may need to fork out more cash on top of their Certificate of Entitlement (COE) in future.

The government is considering imposing a surcharge for the second car onwards - owned by the same person.

The move aims to better spread car ownership more evenly, given the limited COE supply.

If implemented, the surcharge will not apply to existing multiple car owners.

Buyers of mass-market cars who are currently competing for COEs in Category A with buyers of luxury cars may also see some relief.

The government is looking at factoring engine power as a way to better delineate Category A from Category B to improve the COE system.

It is understood that about 50 per cent of COEs under Category A are currently taken up by luxury cars.

The government will begin seeking views from the public and motor dealers on the possible changes next month.

The process will likely take about two to three months.

set husband/wife/children staying in the household under the same residential address as one family nucleus.

A person can only drive one car at any one time. Adds nothing to congestion. Just up the ERP sharply and increase COE quota. Ownership should not be stopped. It is the usage that needs to be regulated.

The solution is very simple, just control usage during peak hours via high ERP charges plus limiting carparks in CBD area. Then scrap the COE.

then again, the MIW would need to calculate how the votes will swing when the conditions aren't favorable to the drivers out there :p:p:p

Impose a much heavier tax on luxury cars so that the wealthy and rich will have to fork out more money, which they don't feel a pinch at all. Every household should not be deprived of their rights to own a car. When the government rolls out the pay-as-you-use tracking system, every vehicle will be charged according to their mileage. This will reduce the number of vehicles on the roads.

But whatever measures roll out, only the wealthy and rich will not be affected. The low and mid class owners are the ones to suffer. Too bad for us living in a small island with 6.9 million population. =(

LHL only has himself to blame. The massive problem with transport was created because of his eagerness to pump up GDP with immigrants that does little to benefit locals.

Too many immigrants came too suddenly over past decade that public transport cannot handle. Hence many people are still unwilling to ditch their cars for public transport. Now PAP has to twist and turn to find ways to allow middle class to continue car ownership. It is like watching a fat girl trying to hide her figure. It will look ugle no matter what.

If you notice, luxury cars are not the main road users. Reducing luxury cars will do very little to reduce road congestion. There are simply too many immigrants for both public transport and roads to handle.
 
Oops! I made an honest mistake. I registered the second car in the name of my dog instead of my wife.

Have to agree with you. Just have to look at the crowded MRT stations as well as the congested roads. It's also impossible to get a cab during peak hours. If there is a breakdown in the MRT system, plenty of people will won't be able to get to work, school,....

Even when all the new stations are completed it won't help because the systems are interlinked & everyone will be in the same mess.

But hor,,the chap can register the car under another property of a relative or a fren,,than same thing again,,,It should be better if it registered according to the person who holds the car loan. For example wife buy car with loan it must be under the address of the wife. If car is bought by Husband with loan,,it must be under husband address..if u have a loan for a car,,surely the bank wont let u put the car under someone else name right?

And if a husband buy wife for car and have 2 loans,,means both cars registered under the same person and that same person have the same address..that is how the surcharge will apply.

Not sure how to deal with those cash payments,,but cash payments are damn rare lah,,spore interest rates are soo low,,pay cash is stupid..

And what about a pay as u bid system? For example there is 1000 COEs,,,the price will be for the top 1000 bids. And the 'winners' have to pay the price they bid and pay accordingly.

So top bidder bid 100k...he pay 100k,,the 2nd bidder bid 10k..he pay 10K. But the gahmen will not implement such a policy as they do not want COE to come down as its a cash cow,,,,just like HDB must be expensive cos COW wants to earn $$$$

Remember the 100K COE? that means the max bid could be 500K,.,easily manipulated by the rich.

And only car buyers can bid for COE,,no more those Car dealerships bidding for COE crap,,,
