Nobody is stopping sinkies from helping each other financially. If you know someone who's unemployed and deserves assistance, you can opt to contribute to their living expenses till they get a job again.

The govt's primary role is law and order, defense, education, basic health services and infrastructure development. Social issues should be left to NGOs who can function far more efficiently.

NGOs aren't confined to the International stage. An NGO is simply an organised effort by a group of people who share a common concern. You can start one if you feel so sorry for the unemployed.

Governments do have the responsibility of taking care of citizens but their role should be confined to dealing with the big picture not micro managing individual hardship cases. Governments that provide social services invariably waste billions annually because there is no efficient or effective way of legislating a fair system.
