Make almost all ground level land available for public use.
All residential properties are only allowed to occupy only air spaces or underground spaces. Maximum of 20% of built-up area allowed to be cordoned off for access points.
All commercial properties must have same minimum proportion of ground area accessible to the public during normal office hours.
Industrial properties will be only be allowed within land zoned for industrial use and cannot be developed for mixed usage.
Government office buildings, army camps, police barracks, prisons, public schools and hospitals will be exempted.
Private recreational land must be accessible to the public for a one-time entry fee. Exclusive memberships will not be allowed. Otherwise, they will need to be built above ground or underground.
All land purchased must commence development within 3 years of purchase date and complete development within 5 years of commencement. Failure to comply will revert land to public ownership.
