Imho, I'll just base it on common sense since whether citizen, PR or otherwise so long as one takes up physical space and needs to move around therefore contributing to the squeeze, one should be counted. I believe we have hit 6 million or maybe more. It's anyone's guess because the authorities are not providing any concrete proof; but mere guestimates. Hence my 2 cents' worth!

Here is what I think. The PAP knows that their foreignization policy would NOT be popular & for years the actual numbers were kept a state secret. Now that they have already achieved this target they feel they can let the cat out of the bag.

However since it's still an unpopular policy they make it sound like a target rather than already a done deal.

Yes, it is more than 6mil already.

The white paper two years ago set a target of 6mil by 2020 and by 2012, we reached that. So the white paper this year revised a target of 6.9mil by 2030. Not bad, considering we have 17 years just to increase a further of 900k.

Yes this point is clear. What i meant was that the actual congestion is worse off. These people on all sorts of passes also take up space, use infrastructure etc.
