It was PAP policies that contributed in part to the runaway asset inflation in singapore. Such policies include Under-building HDB flats, allowing PRs to buy HDB flats, allowing HDB flats to be rented out, controlling government land sales and tweaking enbloc laws to maintain high property prices, allowing huge foreign fund inflows into our banking system by promoting singapore as a switzerland of the east, allowing foreigners to buy investment properties, etc.
