None of the good people hired by the PAP leave so that proves how well management is performing.
 
many employers stlll don't get it that not every staff problem can be solved with money
 
good is subjective.

a subordinate maybe good in a manager's view but not necessary in another manager's view

Bad bosses come in two main types: the malicious and the clueless.

Sometimes the boss may be good but you don't see the value in continuing with the job/organization, so you move on. It's not necessarily always about wages.

My Hongkee boss from my ex-ah-tiong company has both traits you described rolled into one.
