Overall crime inched down last year by 2 per cent, marking seven years of declining crime rate in Singapore.

The police recorded 31,508 cases of crime in 2012, compared to 30,868 the year before.

Among the six categories captured by the police statistics five - housebreaking and related crimes, violent property crimes, commercial crimes, crimes against persons and miscellaneous crimes - had shown an improvement from the previous years.

But theft and related crimes increased with more bicycles being stolen last year.

The figures aren't accurate. Underclassification of cases was very common during my time and I suspect it remains so now. 7 yrs of declining crime rate in S'pore? Bet that it will continue to decline for the next 7 yrs too.

This trick is used all around the world. People actually even do benchmark analysis. In some countries, for 1 case report there are 2 to 3 not reported according to statistical estimates. You confirm for me the operation in Singapore 2% drop in this context means it went up 10% in reality.
 
if it is a small petty crime, police will discourage you from reporting them!

Thanks for the added info. During my time, our bosses knew what we were doing but chose to close both eyes. When a 'bomb' explodes due to under-classification, do not expect your boss to come to your rescue. Any mata with some years of experience will agree with what I said.
