You brought up an interesting perspective i.e. "management". I am zero with IT and management of software. I have a little idea of the works needed to maintain computer system (i.e. hardware) but not software if it is already well developed and bugs cleared. It will be good if AIM can publish the routine and adhoc "management works" they need to perform to support the software management together with the manpower / cost involved. The public will then have a clearer picture of the wisdom for TCs to sell the software to AIM so that there is actually a saving for the TCs in not maintaining it on their own.
