Pick your most likely scenario:

1) Laura, Cindy and Michael Palmer had a triangle love affair, or Cindy had a crush on Michael. Cindy got jealous and snitched about it to senior PAP leadership. Perhaps the sisters were not on very friendly terms to begin with, or were constantly competing with each other in everything.

2) Michael Palmer used Cindy as a proxy (after all he had the most contact with her) to get close to Laura. Cindy was horrified to learn about what happened, and told everyone about it. Her conscience tells her to quit now.

3) The Ong sisters had opened their legs to the PAP elites. Word got around about these two sluts, and they were getting banged by more than just Michael Palmer. Michael had been 'sacrificed' to preserve the reputation of the PAP. It's easier to get rid of the Speaker than to get more prominent PAP members involved.

Think about it. It makes little sense for Cindy to quit now since Michael Palmer is already out of the picture. The timing is just too odd.
