"Regrettable" is a standard PAP template, you can't have more than one word otherwise all PAP members will be confused. One word is easy to remember across the board.

However, I find the word regrettable most suitable to use on our Useless Labour Union, it is because Singapore "Labour" union is led by employers, you will never stop seeing strikes big or small happening everywhere in Singapore. They may not get reported doesn't mean it didn't happen.
