when me read that the 4 PRC nationals are charged for instigating a strike, fair enough. it's unlawful to instigate a strike.
what about the others whom participated in the strike? go off scot-free? does that mean that it is lawful to participate in an "illegal strike"? :*::*::*:

So the moot point is this. If a strike is conducted without any masterminds involved, then everyone is safe to strike.
 
Perhaps someone can attempt 'flash strikes' just like flash mobs.

Gather, protest, then disperse.

Do it simultaneously at different locations so the authorities get confused.

going by this example, as long as one is not the mastermind, and got MC, all will be fine
