MINDEF RECRUITMENT CENTRE

AGO observed lapses in two purchases of 5,000 pens each. The delivery times for both purchases were ONE and FIVE working days after the close of quotation.

For both purchases, the lowest bids were rejected on the basis that the bidders were not able to meet the specified dates for the penss WHICH WERE URGENTLY NEEDED. In each case, the second lowest bidder was awarded the quotation instead. The SAME supplier was the successful bidder for both purchases. THIS SUPPLIER had also been awareded earlier quotations by the centre for similar customised pens.

MINDEF informed AGO that there was NO intent to give unfair advantage to any supplier and that it would be more careful in the specification of delivery timeline in its quotations.

IF AGO was serious about investigating this lapse, it shouldnt be too difficult for CPIB to trace the cash flow between the supplier and any related personnel involved in the tender. any potential conflict of interests can be easily discovered. if netzines can solve the brompton bikes case, let alone the CPIB if they truly wanted to.

simply put, they are choosing to close one and a half eyes for fear of stirring up a hornet's nest.
