It's the law of large numbers + the shape of the bell curve.
If they were to take a photo of PRC's 7 or 8 ugliest, it's likely that they will be uglier than a photo of SG's 7 or 8 ugliest.
PRC have so many to choose from, of course u will get some chiobus in a pic meant to have chiobus.
Unfortunately, SG is so small that even they try to have a pic of above average ones, they tend to be not-so-good looking.
