He had served seven months in jail in 2008 for running a string of cyber casinos but it was not over by a long shot.

On Friday, Cheh Back Hai, 63, was sentenced to four months in jail for bribing five men to assume criminal liability on his behalf as the operator of the illegal online gambling cafes.

A district court heard that between 2005 and 2007, Cheh operated more than a dozen gambling outlets offering illegal online casino games in the names of five scapegoats, also known in Hokkien as 'Tua Pek Kong'.

Masquerading as Internet cafes, they were located in Toa Payoh, Ang Mo Kio, Yishun, Bedok, Serangoon and Geylang.

There was even one in Orchard Towers. He would pay each scapegoat $500 a month per cafe on the condition that they would falsely confess to the authorities that they were the operators of these gambling outlets.

There is a 95% chance that this guy was himself bribed to appear as the head. The big chiefs in such dens always get away because the police are not able to spend the resources to dig deeper into these setups.
