Th PAP scums cannot be trusted. They keeping shifting the goalposts. Many years ago (cant rem which year), it was projected that the ideal population would be 4 million in year 'X', which was to be 30-50 years later.

When they announced the terminal population, it was exactly what it should be - a terminal population, something you achieve eventually, not something you target in 10 years or something that expanded by itself due to screwed up policies.
