Unlike PAP who only cut COE supply to control car population, Guangzhou govt has just implemented these measures to control car population.

Before qualify to buy a car in Guangzhou,
1. must have Guangzhou resident permit and stayed in Guangzhou for at least 3 years
2. contributed social security payment and paid income tax in Guangzhou for at least three years

In addition,
3. 50 percent of COE is allocated by free ballot, 50 percent is by bidding. The Guangzhou govt spokesman said free ballot is for equality while bidding can meet partial demand of some individuals/companies.
4. individual get to ballot once a month while company ballot once every two months
5. 88 percent of quota allocated to individual while company allocated 12 percent of quota

Guangzhou govt salaries cost a fraction of PAP. Time for PAP to learn from Guangzhou how to be cheaper and better themselves, instead of just asking Singaporean workers to be cheaper, faster and better. :rolleyes:

  广州市交通工作领导小组办公室昨日召开新闻发布会,向外界公布《广州市中小客车总量调控管理试行办法实施细则(征求意见稿)》,目前该一实施细则正在公开征求社会意见,将于今年8月起正式实施,有效至明年6月底。

  广州是中国第四个实施汽车限购的城市。参照北京和上海的限购办法,广州在试行期内,对全市每年汽车限购配额为12万辆,将采用“有偿竞拍和无偿摇号”的模式来分配增量配额指标。

  无偿摇号和有偿竞拍方式的分配指标各占一半,即每年各有6万的指标。其中,个人中小客车指标额度占增量指标配额的88%,单位中小客车指标额度占增量指标配额的12%,个人申请增量指标每月摇号一次,而单位申请增量指标每两月摇号一次。

  广州巿交委主仼冼伟雄昨日在新闻发布会上说,无偿摇号体现出社会公平,而有偿竞拍可解决部分单位和个人的刚性需求。他表示竞拍收入可专项用于发展公共交通事业,欢迎广大群众对此监督。

  在广州宣布限购之后,外界猜测不少广州消费者或会选择到珠三角一带购车上牌,以此来规避政策。冼伟雄昨日指出,广州将对外地车进行一定范围内的限行,以避免出现这样的行为。

all problems can have at most 10 or 20 practical solutions.

the difficult part is coming out with a solution which must bring in the money and at the same time it looks good to the fools.

This is a good suggestion, foreigner should pay extra for everything (for education, housing and etc). If they complain that mentioned about their contribution here (always the same old shit!), then not one is stopping them to leave as there will be plenty of their species in the waiting lists to come and replace them.

U really think that high COE is caused by foreigners? Maybe u should go find out whether can foreigners buy cars here a not and what is their percentage. Also should also look at reasons by expert as to why COE is at such a level now.

By anyhow pointing fingers and Screaming over here about this issue is not very smart.

if i may suggest a few other improvements to their policy:

a. if a qualified taxpayer has a family or has his aged parents living with him, he will be given extra ballots for the balloting or a discount in the open bidding as part of a 1st car entitlement

b. if there are people who want to buy a 2nd/3rd/4th car beyond the initial entitlement in a. then they will be subjected to an extra 100%/200%/300% levy for every extra car (pay even more if you want more)

c. Further to that there should be separate categories for commericial, small, medium, luxury and supercars meaning if you wanna buy a supercar, you will have to compete with all the other supercar people only and not like in Sinkapore where the billionaire co-owner of facebook and our multimillion dollar ministers and business owners bid for a big luxury car or supercar in the same COE category as a PMET who wants to buy a Camry...wtf....

since we have so many layabouts in the civil servant, why dont they use their friggin brains and fine tune their so called COE policy and show how innovative are they?? or they are only interested in serving the rich and enslaving sinkies?

Yeah from car population control purpose it has become revenue generating policy. Where has all the COE money collected gone to help Singaporeans?

Don't think so they have ERP or CBD, not sure about their road tax. But I think other country road tax not so high like in SG. I know Malaysia road tax only Rm90 per year for 1.6 litre car, smaller car road tax even lower than that.

Actually the Guangzhou policy does target foreigners as people who are non-native in Guangzhou only qualify to buy a car after they have stayed there and paid income tax for at least three years. Singapore should do the same if really serious to control car population.

Yesterday forgot to mention the Guangzhou car quota is 120,000 per year as mentioned in the news article. SG only has about 38,000 COE per year base on Aug12 to Jan13 quota, a fraction of Guangzhou so should be even easier to implement similar control measures and of course our millionaire ministers should be smart enough to prevent any abuse.

The total number of cars registered to individuals in 2011 and the first five months of 2012 was around 34,000.”

“84% were registered to Singapore Citizens, 12% to Permanent Residents and the remaining 4% to Foreigners.”

For CAT A cars, the breakdown is:
Singapore Citizens – 87%
Permanent Residents – 10%
Foreigners – 3%

For CAT B cars, the breakdown is:
Singapore Citizens – 82%
Permanent Residents – 13%
Foreigners – 5%

Yeah they are paid millions but did nothing to improve COE policy except adjusting the quota, now cars are becoming affordable to the rich only. COE is becoming a elite system that prevent middle class from getting a car rather than controlling car population.
