Despite the Hougang by-election being held a week ago, cleaner and Hougang resident Madam Vellama is going ahead with her suit against Prime Minister Lee Hsien Loong.

On Friday, Madam Vellama filed a summons via her lawyer M Ravi to order PM Lee Hsien Loong to appear before the court to give evidence for remarks which he had made in Parliament with regards to his powers of discretion.

PM Lee had earlier said in parliament that he will ”take into account all relevant factors, including the well-being of Hougang residents, issues on the national agenda, as well as the international backdrop which affects our prosperity and security” in deciding when he would call the by-election in Hougang.”

The affidavit said it is ‘imperative that the PM be cross-examined on these matters’ and asked the courts to settle the question of whether the PM has ‘unfettered discretion’ in calling by-elections.

Meanwhile the Attorney-General Chambers has filed a separate application to strike out Madam Vellama’s affidavit, describing it as ‘frivolous’ and an ‘abuse of the courts’.

And the FAP quickly shifts the A-G into the Court of Appeal. Not only is SG short of a first world parliament, it looks like it also needs to deal with the FAP's underhanded practices to undermine the integrity of the judicial system.

SINGAPORE - Only 21 months after Mr Sundaresh Menon was appointed Attorney-General (A-G), he will be passing the hat to Supreme Court Judge Steven Chong.

Mr Menon, 50, will hand over the role of Public Prosecutor and the Government's chief legal adviser to Justice Chong on June 25, the Prime Minister's Office said yesterday. And from Aug 1, Mr Menon will be appointed an Appeal Court Judge. He previously served as Judicial Commissioner from 2006 to 2007 and will sit on the Bench in the highest court of the land in his new appointment.

Justice Chong, 54, spent more than 25 years in private practice. He was appointed Judicial Commissioner in October 2009, and became Supreme Court judge in June the following year. He has presided over a wide range of cases, including that of convicted drug mule Yong Vui Kong against the A-G, which dealt with the issue of the justiciability of the clemency process for the first time in Singapore.

Justice Chong praised his predecessor for doing "a tremendous job in initiating numerous positive changes to the management and administration of the A-G Chambers".

Mr Menon is the third successive A-G who has served for two years or less. Both his predecessor Walter Woon and before that, Justice Chao Hick Tin - who is currently a Judge of Appeal - served two years.

In contrast, Chief Justice Chan Sek Keong was A-G for 14 years from 1992 to 2006, and the late Mr Tan Boon Teik served for 25 years, between 1967 and 1992.

Lawyers TODAY spoke to had mixed views about the implications of the shorter tenures of the recent A-Gs.

Veteran lawyer Edmond Pereira felt that it would take a longer time for an A-G to "set a direction". "If the term is too short, he might not be able to make his presence felt or stamp his mark," he said.

Mr Pereira nevertheless highlighted positive changes in the Criminal Procedure Code - overseen by Mr Menon - such as the implementation of the discovery process in criminal trials. Mr Menon was also involved in the regulatory matters concerning the casino operations and directed the legal work on the relocation of the KTMB Railway Station, as well as the handover of the waterworks under the 1961 Water Agreements to Johor.

Association of Criminal Lawyers of Singapore president Subhas Anandan said Mr Menon had showed that "a lot of good things" can be achieved within two years. He said: "Mr Menon was very understanding about the problems the criminal Bar faced and held many meetings with us. As a result, there's now a closer working relationship between the Attorney-General's Chambers and criminal lawyers."

In a statement, Mr Menon said being entrusted with the "considerable responsibilities" of the A-G appointment was the "greatest privilege of (his) professional work".

Meanwhile, the Prime Minister's Office also announced that Senior Counsel Vinodh Sabesan Coomaraswamy, 47, who is a partner at Shook Lin & Bok, will become Judicial Commissioner from Aug 1.

i think ravi would love u to shake his. this crazy lawyer is exploiting an indian meena. note: she's only a part time sweeper. got money to pay for all the leegal fees? and crazy ravi is linked to SDP which makes more sense that the REAL EVIL ONE behind would be no other chee soon juan.
