It's a property tax bill. There'll be a next bill as long as he owns the property. If he sells or dies, outstanding property tax must be cleared at conveyancing anyway.

It's the same with phone bill. There'll be a next bill as long as one owns the line. If one terminates the line, the the whole outstanding balance becomes payable.
