You should have volunteered or joined the respective party.

1. Do you have enough money to register and rent a small office?
2. Do you have enough calibre to attract members?
3. Does your party stand out?
4. Do you have a solid manifesto on national policies?
If you can't fulfil any of these, you are better off joining other parties. Higher chance to win.
