SIHANOUKVILLE, Cambodia: From the shady poolside cabanas of a newly opened beach club, only the buzzing of nearby passing sand-dredging ships disrupt the serenity of Cambodia’s largest ever coastal development.

This is stage one of the Bay of Lights - what is meant to be a US$16 billion 934-hectare “eco city”, nearly three times the size of Singapore’s Marina Bay.

Newly forged roads named Sunset Boulevard and Bay Esplanade lead to a menagerie of water sport offerings and a go-kart track. A golf course, shopping malls, luxury hotels and an international financial centre are planned for the future.
Visitors can currently pay US$95 for 40 minutes on a jet ski or US$180 for a ride on a jet pack. A reverse bungee can whisk holiday-goers high into the air, where they might fully see the extent of still-incomplete land reclamation stretching out into the Gulf of Thailand.
Sand has been poured at such a rapid pace that even Google Maps has yet to catch up with the reality that what has always been water, is now land.

The Bay of Lights is reshaping Cambodia’s southern coastline, a sparkling stretch of shallow water. By 2045, when the third phase is pegged for completion, the developers say 160,000 people might live in this new green city, which began in 2019.
The area is being developed by a company called Canopy Sands. Its parent company is Prince Holding Group, a powerful conglomerate led by Mr Chen Zhi, a business tycoon from China who became a naturalised Cambodian in 2014, a process that requires a significant investment or government donation.

The city was master-planned by Singapore’s Surbana Jurong, a government-owned consultancy company specialising in infrastructure and urban development.

Centralized chilled water cooling system can never work in residential units one la, much worse for HDB which need to keep costs low for more affordable housing. Hence it's already designed to fail.

Firstly, in SG with farked up ranjiao super humid weather, the design must first resolve the condensation issues which only commercial design can achieve.

Commercial units are customers (tenants) comfort first with more consistent and predictable operating times. Their centralized chilled system is designed to be applied across large floor spaces with centralized ceiling blower units which has less variation in cooling timing during office or opening hours. Hence the temperature in chilled pipes is more stable and better controlled and power savings can be achieved through sheer economies of scale with proper cooling.

Whereas for HDB, the design need to keep costs low and HDB under the guise of 'Sustainable Design' to reduce carbon footprint, imposed all kinds of ranjiao cost-savings KPI pressure on SP Group/Daikin to meet their Green agendas without giving due diligence to the well-being of residents. As a result, many units did not have proper insulations with leaking issues.

Coolie-gene residents also have unpredictable operating times which makes load distribution extremely difficult to operate with pipes going into individual pigeon hole units with own blowers in each room, unlike hotels or commercial offices/units. Hence many residents experienced ridiculously long time to cool.
If they want faster cooling, will Jiak Dian, need to activate compressors/chilled water pump to work harder to draw more power, which defeats the whole purpose of the centralized chilled system. So all have to GG together and farked big time in the arse til shiok shiok.

So this great variance in temperature across different pigeon hole units will logically cause some units near the cooling towel to have sudden super cold pipes compared those further away with no practical way to control the condensation, so sure Hong kanz one hence you get free Holy Waterfall feature here.

This whole farking project should be stopped with all pipes dismantled and full compensation given to all owners. Heads must roll for those jiakliao bee farkers at HDB who came out with this ranjiao idea.

It would be easier to just install solar panels and continue using existing split systems... trusted, true and reliable tech and install procedures etc are all established...

For any new tech, better Need a proof of concept before large skill project fan out like Tenghah saga
