SINGAPORE: The labour movement has weighed in on ex-NWC chief Professor Lim Chong Yah's radical wage restructuring suggestion, saying that it poses risks in the future.

Professor Lim said that those earning below S$1,500 a month should have their pay increased by 50 per cent over the next three years. He also said wages for those earning S$15,000 or more a month should be frozen for the same period.

This proposal aims to drive wages up, which will then force companies to raise their productivity while closing the wage gap between the poor and the rich.

However, labour chief Lim Swee Say said that if productivity does not lead to a corresponding increase, competitiveness would be lost which may cause some businesses to close down or re-locate out of Singapore.

This in turn would lead to a higher unemployment rate and structural unemployment.

As such, Mr Lim stressed that the labour movement's current productivity-driven approach is more sustainable.

But it does not come without its challenges. Thus, the focus is to have greater alignment among the government, employers, employees and unions.

He cited schemes such as the Workfare Income Supplement which provides immediate relief and helps to speed up training and work-design and the Workfare Training Support Scheme aimed at speeding up this process.

Mr Lim said: "The right thing for us to do now is to find a way to strengthen our alignment, to speed up the process of skills upgrading, speed up the process of productivity enhancement and speed up the process of innovation because that's the real solution that I believe will bring us from where we are today to 2020.

"Hopefully by then, our economy will still be able to grow in a sustainable and healthy manner, and more importantly, that there will be more better jobs, better pay, better prospects for Singaporeans."

However, he admits that companies will continue to face a manpower shortage in the next five to ten years. And to tackle this, he hopes companies will focus on optimising the use and deployment of their workers instead of relying on foreign manpower.

Sorry, that's LSS script, not my script, don't ask me. Want to ask, ask him. But basically, to all of us literate, it means this. If you pay ministers millions, they won't be tempted to be corrupted over hundreds of thousands. If workers can produce thousands worth of profits for hundreds in salary, that's productivity.

We do not know whether the drastic measures proposed by Professor Lim Chong Yah will work, but they deserve serious consideration by policymakers and business leaders. Perhaps the idea needs refinement and if tweaked properly, can be made to work - for the good of the country as a whole.
The perceived objections by the high earners may or may not be real, but that should not prevent serious consideration of the issue. Those in this category should not object if it is going to help solve a nasty problem. None of them will suffer any hardship if his wage is frozen for three years.
If there are people who object, we can turn this into a bottom-up movement. Get all those in this category to support the freezing of their wages. If that does not work, start a national fund into which they can donate their wage increases for the next three years.
Drastic situations require drastic solutions. We must not allow the unsympathetic minority to derail such a plan - provided it is made to work.

During the lecture, Prof Lim also noted that Singapore's multiracial and multi-religious society makes us more susceptible to social tensions that stem from income inequality. Larger countries with homogeneous populations, like China and Japan, tend to be more resistant to social tensions because of their homogeneity.
By contrast, in Singapore, a class divide between the haves and have-nots can easily turn into friction between different social groups. The perception of unfair income distribution may cause a 'politics of envy' to take root in Singapore's heterogeneous population.
If the side effects of social tension are not properly addressed, this will spell trouble for Singapore's social compact, and its attractiveness as an investment haven.
Prof Lim's wage proposal does not only treat the side effects, but it also aims to treat the root of the problem, by doing away with cheap foreign labour and accelerating the rate of change for the local labour force to become more productive, to justify its wage increase.
I support Prof Lim's proposals. But to insist on dispensing a right but bitter medicine is not easy. It requires will, courage and trust.
