The government could set the minimum retrenchment benefits but it doesn't want to. The government is not there to help sinkees.
Vast majority of companies, including mine, provide fair retrenchment benefits. So why is that a need to legislate? It would be like passing a law to force everyone to eat, drink and breathe. 70% of sinkie voters voted for PAP because they agreed that PAP has helped them a lot in their lifetime.
