There is no charge for savings account. If you don't have a work permit, you're not allowed to open current account. But you can try foreign bank and open a non-resident account. You can then open a current account with foreign bank, but the Central Bank of Thailand will make sure that no interest is paid into your non-resident account with foreign bank.

Btw is it easy to open a thai bank a/c and do you need to pay fees to maintain it?

You only need 500 baht to open a savings account at any Bangkok Bank branch. There're no monthly charges and the ATM card is also free. You can even get a Visa debit card but there's a 300 baht issuing fee, though no further monthly charges. The tricky part is that you need to have an address in Thailand.
