Another key trait of the Useless Son's reign in more recent years: plenty of 'coordinating ministers'.

It's indicative of a govt that is neither limited (scope, power) nor small (size, expenditure).

Only a small and limited govt is your assurance of liberty, prosperity and security.

According to ChatGPT
these are the some of the reasons :

In the Singapore political system, ministers may sometimes hold appointments in more than one ministry for various reasons. Some valid reasons for this arrangement include:

  1. Efficiency and resource optimization: Given the limited pool of talent in a small country like Singapore, appointing a minister to oversee multiple ministries can help optimize resources and ensure efficient governance. This allows ministers to leverage their expertise across different areas of policy-making and administration.
  2. Interconnected policy domains: Some ministries may have overlapping responsibilities or interconnected policy domains. Appointing a single minister to oversee these related ministries can facilitate coordination and coherence in policymaking, ensuring that government initiatives align with broader strategic goals.
  3. Portfolio restructuring: Government restructuring or changes in ministerial portfolios may necessitate the consolidation of ministries under a single minister. This could be driven by evolving priorities, administrative considerations, or the need to streamline operations.
  4. Ministerial expertise and experience: In cases where a minister possesses specialized knowledge or extensive experience relevant to multiple ministries, appointing them to oversee these portfolios can enhance decision-making and implementation effectiveness. This allows the government to benefit from the expertise of experienced leaders in key policy areas.
  5. Temporary or transitional arrangements: Ministerial appointments may sometimes be made on a temporary or transitional basis, especially during periods of political transition or when addressing specific challenges or crises. In such situations, appointing a minister to handle multiple portfolios temporarily may be pragmatic to ensure continuity and stability in governance.
It's important to note that while appointing a minister to hold multiple portfolios can offer certain advantages, it also raises considerations regarding workload management, potential conflicts of interest, and the need for effective delegation and oversight mechanisms to ensure accountability and transparency in governance.

A quick check with ChatGPT
indeed shows the following :

Yes, in Singapore, a Minister who holds or helms a second ministry would typically receive salaries for both ministries they oversee. This is because each ministry is considered a distinct portfolio with its own set of responsibilities and workload. Therefore, if a Minister is appointed to lead two ministries concurrently, they would be entitled to receive salaries for both roles.

Additionally, as Members of Parliament (MPs), Ministers are also expected to fulfill their parliamentary duties, which involve representing their constituents, participating in parliamentary debates, and scrutinizing legislation. While MPs receive a separate parliamentary allowance for their duties as legislators, Ministers who are also MPs would receive both their ministerial salaries and parliamentary allowances.

It's worth noting that ministerial salaries in Singapore are determined by an independent committee, the Committee to Review Ministerial Salaries, which considers various factors such as economic performance, national competitiveness, and individual performance when recommending salary levels for political officeholders, including Ministers.
