I SAW an average sized, bespectacled man rocking his Singapore-registered car at a petrol kiosk recently.
I was wondering what he was up to, and then I realised he was trying to get as much petrol as he could into his fuel tank.
I am not sure if the technique works, but it appears many Singaporeans believe it does, and if you hang out at the petrol kiosk long enough, you will notice most Singapore-registered drivers doing the same.
In an incident which occurred just before the recent petrol price hike and the 20-litre cap on foreign cars was lifted, I was at a petrol station in Johor Baru having my car washed.
While waiting, I saw a Singaporean motorist filling up his petrol tank. Out of curiosity, I glanced at the pump meter and noticed he had filled 32 litres of Ron95.
I immediately looked at the pump attendant and gave him a stern look, hoping that he would see I was upset that he had allowed foreigners to break the 20-litre rule. However, my action proved to be futile.
The driver drove off with much more sudsidised fuel than he was allowed.
Later, I asked the pump attendant why he was not following regulations.
He asked whether I was an enforcement officer, and when I convinced him I was not, he said his employer said it was all right to allow foreigners to pump as much petrol as they wished as long as they paid for it.
When asked how he felt about it, he said he was not happy, but realised where his employer was coming from.
He said locals normally filled between RM10 and RM20 worth of petrol daily, which is not much.
If the station did not push for higher sales, the petrol stock will last longer in the station, and when kept too long, petrol vaporises, and the station will lose money.
I am not too sure if this is true.
At the kiosk, I also noticed customers smoking on the premises.
Most of them park their motorcycles in front of the kiosk's convenience store, sit on their bikes and light up a cigarette. Many appear to be Singaporeans, judging from their vehicles' licence plates.
Why do we allow this?
There is like an unwritten rule that Singaporeans be given leeway here which is not reciprocated for Malaysians in Singapore.
I think we should buck up and ensure that everyone respects our laws, and to quote Michael Jackson, "Let's start with the man in the mirror."

A Singaporean has won a case against a scratch-and-win company after she filed a complaint with the Consumer Claims Tribunal in Johor Baru.
According to the daily, the woman, only known as Yaw, was approached by a man on Oct 8 telling her that she had won a car but she needed to pay transport tax before it could be delivered to Singapore.
Yaw was taken to a goldsmith's shop and had her credit card swiped for RM8,548 (S$3500). When the bank called to clarify the transaction, the man told her to inform the bank that it was for the purchase of a Rolex watch.
Later, Yaw was told that she had won three cars and was asked to pay another RM8,500.
She suspected something amiss when she was asked to sign some documents and demanded her money back but the company refused.
The tribunal has instructed the company to refund Yaw RM17,048 within 14 days.

MALAYSIANS are big spenders, splurging on high-end technology items like flatscreen, plasma or LCD televisions, and smartphones, last year, "defying expectations", a survey has revealed.
Nearly half of consumers who earn more than RM5,000 (S$2,089.50) a month own a flat screen,
plasma or LCD television, and over the last year, smartphone ownership among them rose by about a third.
A recent Synovate survey, comprising 1,708 respondents in Kuala Lumpur, revealed that "affluent" residents -- those who earn more than RM5,000 (S$2,089.50) a month or have a combined household income of more than RM6,500 (S$2,716.35) -- are splurging on these gadgets and gizmos, and the trend is set to continue.
The survey was also conducted in 10 other countries, including Hong Kong, Singapore, South Korea, Taiwan, Thailand, India, Indonesia, the Philippines, Japan and Australia.
Synovate Malaysia managing director Ben Llewellyn believes that this defied expectations given the fact that the greater Malaysian economy was impacted by the global financial crisis during the period surveyed.
"It was perhaps to be expected that Malaysians would stop spending over this period. We have seen a slump, two stimulus packages and interest rate cuts.
"But through all this uncertainty, it seems big spenders will not stop acquiring in good times and bad. They are the mainstay for many brands whatever the market condition.
"Spending rises have not happened in all categories, but they are notable in high-end technology items like televisions, mobile phones and laptops.
"This may have something to do with conspicuous success, as 71.2 per cent of Malaysian respondents told us that they enjoy it when others see their success."
Llewellyn said this tech spending spree is not likely to stop in the coming year.
"The elite indicated some of the strongest purchase intentions across the region for these items.
"Almost 20 per cent said they will buy a LCD or plasma television in the coming 12 months, while 6.2 per cent said they were in the market for a smartphone."
The region-wide results also showed significant increases in ownership of high-definition televisions, laptops and netbooks.
Steve Garton, executive director of media at Synovate, said this could be the "Year of the Smartphone".
"This wave of acquisition peaked in Taiwan, where it jumped from 15.5 per cent ownership to 27.7 per cent in one year.
"While some of this can be attributed to a socially driven desire to have function-packed, elegant items, we also found that nearly half of elite Asians, and especially those in top management, see technology as a key to their success."
Garton said last year was tough in terms of the economy yet people still spent on goods of desire.
"This year we have a much healthier economy and elite consumers are maintaining their spending.
"These affluent people are continuously seeking out new products and the latest items, and are very much the early adopters of big ticket items.
"They are the backbone spenders in many such product categories across the region, and the elite consumers of Kuala Lumpur are certainly doing their bit.
"Intelligence exists on segments within the elite. All this is great news for marketers, but only if they can reach the right people with their messages."
The survey also showed that the elite, who own or intend to buy high- end products, are spending an increasing amount of time on the Internet, watching television and reading print.
"Affluent people who consume regional media are buying more high-end items than those who do not. Brands can reach a poised-to- spend, sophisticated audience through regional media channels," Garton said.

PETALING JAYA: Singapore should explain the damaging remarks allegedly made by its senior government officials against Malaysia and the Prime Minister.
Government officials, when contacted yesterday, said it would be best to wait for Singapore's explanation before any reaction was given.
"I am sure Singapore will explain soon enough. I am sure some people are already embarrassed with the leak," said a senior official commenting on leaked US diplomatic cables exposed by WikiLeaks.
The cables, recorded in 2008 and 2009, involved Singapore Ministry of Foreign Affairs (MFA) senior officials Peter Ho; Bilahari Kausikan and Tommy Koh in meetings with senior US officials.
Kausikan reportedly said: "A lack of competent leadership is a real problem for Malaysia", citing the need for Datuk Seri Najib Razak to prevail politically over the murder case of Mongolian model Altantuya Shaariibuu.
It is understood Kausikan is heading a Singapore delegation to Kuala Lumpur on Dec 22 for the next meeting of the Malaysia-Singapore Joint Implementation Team (MSJIT) on the Points of Agreement.
Separately, Channel News Asia quoted Singapore Foreign Affairs Minister George Yeo as saying the confidentiality of diplomatic communication must be respected.
He added diplomatic relations could not be done "on the basis that there is a camera in the room recording everything."
"There will be more coming out in the future. I think it is best that we respect the confidentiality of diplomatic communication," he said.

JOHOR BARU, MALAYSIA - A 17-year-old boy reportedly became the sex slave of his tuition teacher for four years, reported China Press.
The teenager from Johor Baru was sexually abused by the teacher, who taught Mathematics and Science from his home.
The newspaper reported that the teacher would play pornographic movies during tuition classes. Apparently, the teacher would also force the student to have oral sex and sodomised him repeatedly.
The boy decided to reveal his ordeal after his SPM examination ended.
He told his father about it and the teacher was arrested at his home on Monday following a police report.

Harian Metro also reported that an 18-year-old girl was raped by a man who pretended to be a police officer.
The incident happened at 11pm while the victim was waiting at a Komuter train station in Petaling Jaya.
The man approached her and claimed that she had to go to the police station for further investigation over a friend's criminal case.
According to the police, the victim followed the suspect in his car.
She was then was brought to a guesthouse near Sungai Besi, where she was subsequently raped by the man.
To add insult to the injury, the victim was also robbed of her money before being dropped off at the same Komuter station from which she was picked up from.
She immediately lodged a report at the Petaling Jaya district police headquarters.

KOTA TINGGI, MALAYSIA: A 17-year-old girl, who was stabbed 19 times by her boyfriend in a fit of jealousy, is in critical condition.
Kota Tinggi deputy OCPD Deputy Supt Muhammad Shamsudin said the teenager, who has been put on the respirator at the Sultan Ismail Hospital's intensive care unit, was fighting for her life.
He said the girl, said to be 24 weeks' pregnant, would be transferred to Kuala Lumpur Hospital for further treatment soon.
DSP Muhammad said the boyfriend, who stabbed the girl in front of her 13-year-old sister and two-year-old niece, had no previous criminal record or mental problems.
"Investigations revealed that he was in a rage after suspecting the girl of having an affair with another man," he said, adding that the 42-year-old man was under remand until Tuesday.
It was reported yesterday that the jobless man had stabbed his lover before splashing acid on her. He later turned himself in at the Ulu Tiram police station.
The girl was stabbed in her buttocks, stomach, back and limbs during the attack at her Kampung Baru Sungai Redan home.
DSP Muhammad said the case was being investigated under Sections 307 and 326 of the Penal Code for attempted murder and causing grievous hurt.
The Women, Family and Community Development Ministry issued a statement yesterday, expressing hope that the police would expedite their investigations.
"We also urge the Attorney-General's Chambers to recommend the maximum sentence upon prosecution of the perpetrator."

Russian poet Sergei Esenin wrote this suicide note in his own blood and passed it to his friend the day before he hanged himself.
When Alviss Kong, 22, decided to take his life after his girlfriend of four months left him last week, he posted a farewell status on his Facebook page together with a teary photo of himself.
The status at 11.15pm read 'Count Down For 45 Mins...What should I do in this 45 mins?'
In the ensuing minutes, up to 204 Facebook members 'liked' his suicidal status post on his Facebook wall, but no one stopped him or alerted his family on his suicidal intentions.
A few hours later, his body was found sprawled on a car, fallen from the 14th floor of his apartment building in Cheras, Kuala Lumpur.

KUALA LUMPUR - MALAYSIA is to start work on a Mass Rapid Transit (MRT) system in Kuala Lumpur next July, premier Najib Razak announced on Saturday, in an bid to ease congestion on the city's transport network.
The 36 billion ringgit (S$15.1 billion) project, part of the government's economic transformation plan, will link the city's disparate commuter lines, Mr Najib said.
The new line from the city's northwestern perimeter to the southeast will pass through many densely populated suburbs that are not served by the present innercity light rail transit systems.
Much of the city's workforce catchment area is currently not served by the rail network, forcing commuters to take to the city's congested roads, creating daily gridlock.
'The Sungai Buloh-Kajang MRT line will serve a catchment area of about 1.2 million people,' Mr Najib said in a statement.
The line will take six years to complete, Mr Najib said, and is expected to transport more than 400,000 passengers every day, as well as creating 130,000 jobs during its construction.

KOTA BAHARU - Some teenage drug addicts are offering their girlfriends, including schoolgirls, to drug peddlers for a night of passion, in exchange for "pil kuda" (psychotropic pills), reported Malaysian news agency Bernama.
This "business transaction" has been cited as a reason for the hike in sexual crimes in Kelantan, said Malaysian police.
State police deputy chief Senior Assistant Commissioner Mazlan Lazim said investigations revealed that teenagers hooked on "pil kuda", offered their girlfriends to drug peddlers for a night of sex.
In return, the teenagers would be given their supply of the pills, he said.
"Such alarming activity also involved schoolboys aged between 14 and 16, who already had sex with their girlfriends," Mazlan told reporters.
Between January and Dec 12 this year, 296 rape cases were reported to the police, including the "exchange" of girlfriends for a supply of "pil kuda".
Mazlan called on parents to monitor their daughters' activities to prevent them from getting involved with drug addicts.

JOHOR BARU, MALAYSIA: Police have arrested another teenager in connection with last week's brutal murder of a Form Two female student at an oil palm plantation in Tongkang Pechah, Batu Pahat.

Following the arrests, police have intensified their investigations to determine the motive for the student's murder.
It is learnt that investigators are not dismissing the possibility that 14-year-old Siti Mazni Abdul Rahman was stabbed, beaten on the head and her throat slit after she was raped.
This was based on the post-mortem report released yesterday.
The victim, a student of SMK Tengku Putra in Batu Pahat, was found with her track bottom at her knees, hidden under a pile of cut oil palm leaves at a plantation in Parit Ju Darat in Tongkang Pechah on Friday.
Within hours, police managed to get a lead after a 15-year-old boy lodged a report claiming that he had witnessed his 16-year-old friend commit a murder at the plantation on the same day.
The next 24 hours saw the arrest of the 16-year-old suspect and later the school dropout by the Batu Pahat district police serious crimes unit.
Initial investigations revealed all three were close friends.
Police also confiscated several items, including a 19cm knife, found hidden at the back of a sofa in one of the suspects' houses, mobile phones, SIM cards and a knuckle duster buckle belt.
Johor police chief Datuk Mokhtar Shariff confirmed the arrest of the third suspect and said all three had been remanded for seven days to facilitate investigations.
Mokhtar said he had ordered the investigation team to wrap up the case as soon as possible.
Yesterday, it was reported that two teenagers had been arrested in connection with the murder of Siti Mazni, whose body was found in an oil palm plantation about 150m from her house on Friday.

GEORGE TOWN, Malaysia - An octogenarian was found dead in a Perodua Kancil with his face and body covered in blood.
Based on a Penang Turf Club membership card found on his body, the victim was identified as 89-year-old Moey Guan Chin from Nibong Tebal.
Other items found at the scene of the crime, which was believed to have occurred at 6.15pm yesterday, were the victim's watch, a mobile phone and an expired Pan Malaysia Pools agent card.
The victim's wallet and identity card were, however, missing.
George Town OCPD Asst Comm Gan Kong Meng said there were three slash wounds on the victim's neck.
He added there were signs of a struggle in the car.
"Police are investigating the case under Section 302 of the Penal Code for murder based on the clues found," he said.
Gan said a witness told police that a burly-sized man was seen alighting from the car hastily at about 4pm and throwing an object into a nearby drain.
"Police are still investigating the motive of the murder and the victim's family members have been notified," he said.
"We also learnt that the car belongs to the victim's younger sister." A police forensic team later found a six-inch vegetable knife in a drain near the crime scene.
Moey's body has been sent to the Penang Hospital mortuary for a post-mortem.

FIVE policemen apparently suffered stomach aches after the suspected mastermind of a motorcycle theft syndicate allegedly used santau (black magic) on them, Harian Metro reported.
The daily quoted one victim identified as Hafis, 23, who claimed that one of them suffered a bloated stomach.
He said that earlier, one policeman received a threatening SMS that they would be hit by a needle and that death awaited them.
He claimed that the SMS came from a suspect in a motorcycle theft syndicate, whom they had arrested in May.
Hafis said they consulted a bomoh (traditional medicine man) after doctors failed to diagnose the cause of their stomach aches and fever.
The bomoh told them the "mastermind" had used santau angin (wind curse) and santau katak puru (toad curse), which caused them to suffer from the ailments.
The bomoh also told them the mastermind had used nails, needles, hair and bones as the ingredients in the santau to poison his targets.
Hafis said the bomoh advised them to stop frequenting their favourite restaurant as the santau was targeted at them and the food they eat at the place.

A mother in Sarawak who thought her teenage daughter had been eating too much was shocked to find out she was five months' pregnant, reported Oriental Daily.
The 40-year-old mother had noticed that the belly of her 14-year-old daughter was unusually big when she took her for an outing in Julau on Dec 14.
However, when asked about her condition, the daughter said she had been eating a lot.
Worried, the mother rubbed medicated oil on her daughter's abdomen before sending her to a hospital in Sibu for a medical check.
She was shocked when a doctor told her that her daughter was five months' pregnant.
The girl could not explain her pregnancy and her family believes she could have been raped.

KUALA LUMPUR: The 1Malaysia concept is not a Government political agenda as it is aimed at fostering the spirit of togetherness and unity among Malaysians, said Datuk Seri Najib Tun Razak.
The Prime Minister said the concept and effort to promote the spirit should not be politicised.
"Although some might like to think that this (1Malaysia) is for political purposes, it is actually for nation-building.
"It is for us to come together and feel that we belong to one nation, one people with one vision and that is for us to march forward together to develop a truly prosperous, harmonious and successful 21st century nation," he said Saturday.
Najid said this at a Christmas Tea Party hosted by the Archbishop of Kuala Lumpur, Tan Sri Murphy Pakiam at the Archbishop's residence here. Also present was Datin Seri Rosmah Mansor.
He was apparently referring to Selangor Pakatan Rakyat Government's ban on billboards depicting the 1Malaysia symbol.
Najib said the spirit of togetherness and ability to rise above political differences were important in ensuring continued peace and stability in the country.
He added that in today's world, where a small group of extremists had drowned the voices of reason and common sense and hijacked the agenda of peace and moderation, it was important for the moderates in every faith -- Muslims, Christians, Hindus and Buddhists -- among Malaysians to speak up to reclaim their rightful place and the moral high ground.
"Religion teaches us to be tolerant, caring and respectful of the beliefs and practices of others.
"In our multi-racial society, we must constantly remind ourselves of the values that bind us together.
"We are bound by our common destiny. We are bound by our common heritage. We are bound by our need to forge ahead as one nation to face the challenges that lie ahead," he said.

A brother allowed his friend to sleep with his younger sister in a cheap hotel in Alor Star while he did the same with the sister's friend in another room during the Christmas holiday.
Their action came to light when their rooms were raided by the Kedah Religious Department (Jaik) on Saturday afternoon, reported Berita Harian.
Investigations showed that both couples had only known each other the day before they were arrested.
Head of the raiding party Md Nasir Md Dali said the they first checked the room occupied by the brother and found him clad only in a pair of jeans while his 22-year-old partner was only wearing a nightgown.
He said the sister was found together with her partner and both admitted that they were not married.
Both men work as fishermen while the women are unemployed.
Md Nasir said the department found it quite shocking for a brother to allow his younger sister to sleep with his friend.
He said another couple was also arrested in another hotel during the operations.
