SINGAPORE: Experts say offering an early-bird free travel scheme on trains could help achieve the target of a 10 to 15 percent shift in travel demand during the morning peak hours and ease congestion.

Sure.... earlier to start work, then earlier to leave the workplace after the appropriate number of hours have been clocked.

Don't go last minute and say "I need you to stay back late today."

All OT work must be 1) paid, 2) forecasted in the schedule well in advance, 3) implemented as a last resort.

it's dsastrous to offer any service for free. the problem with freebies is that when service provider starts facing congestion issues again and goes back to charging customers, even at a penny, every freaking nut will kpkb until lao sai. sinkies will storm the system at those hours that are free and create a new problem. perhaps, they can offer 50% discount for early birds. but never free.

Example:

The peakiest of the peak 30 minutes: 100% of fare price.

+/- 15 minutes of either end of the peak 30 minutes: 75% of fare price.

+/- 16-30 minutes of either end of the peak 30 minutes: 50% of fare price.

+/- 31-45 minutes of either end of the peak 30 minutes: 33% of fare price.

+/- 46-60 minutes of either end of the peak 30 minutes: 20% of fare price.

People will have a choice: to save some money or sleep in a bit more.

Ditto for the return trip home, assuming you are not hit with exploitative OT.

Oh my, please not another staggered scheme like the taxi surcharges please.

Or like buying a movie ticket nowadays - fuck, every theatre now needs a table like an excel spreadsheet that you need to run your finger along the rows and columns in order to see what the price is at that point in time you make the ticket purchase.

Never before has such a simple affair like enjoying a movie become such a financial complexity...
