Today 7% of HK elderly above retirement age have to work vs 21% in Singapore. The 2 govts have taken on different philosophical stance on the issue. In HK, the govt wants to protect elderly who are frail from having to work and aims to provide a basic pension for all.
In Singapore, the PAP govt goal is to push as many elderly workers to continue working for as long as possible. Most of our elderly workers take up menial low paying jobs and do these jobs when they are frail and weak. If we just open our eyes we can see the hardship they endure cleaning toilets and tables at the hawker cenrers. - unless we choose to be blind to their plight we can see for ourselves what is happening.
The basic pap philosophy of caring for the elderly is to have them exploited to serve the economy for as long as possible. Lim Swee Say, the union leader, recently said making the elderly worker for as long as possible makes our workforce better.

The HK govt has chosen a different approach to not to exploit the old for economic gains and protect them from needing to work. They may choose to work if they are strong and healthy and only if they choose to do so.
On and off we hear of elderly dying while working or injuring themselves. Just recently a 70+ yr old cleaner fell 4 storeys and is now in critical condition.
An elderly 'begged' the govt to release her CPF money before she die....full transcript found here....it is her own money she was begging for not welfare or govt aid. Even having your own money back is hard enough, getting any help would be even harder. So long as they can force you to work they will do so.
