Background

The Security Industry Regulatory Department was set up on 1 September 2004 . Since then, SIRD has worked towards enhancing the standards of the security industry by:

Introducing a rigorous basic training and testing regime
Developing a comprehensive set of policies and directives covering the Auxiliary Police Force (APF) operations, logistics, manpower and training
Embarking on a comprehensive auditing regime

Looking towards the Future – Effecting Long Term Change
The security industry has improved by leaps and bounds over the last year as an optimistic wave of change spread throughout the market.

SIRD engineered and drove these changes. Through the Security Industry Forum (SIF), SIRD, together with NTUC, MOM, WDA and the security associations, blazed the trail for the 29,000 security officers industry. The image and professionalism of security officers have increased significantly, reflected by the increase in the value of security contracts, which led to a generous increase in individual security officers wages. Together with the introduction of a new grading system and a more comprehensive regulatory framework, the professionalism and standards of the industry will only enjoy growth.

Looking past the horizon, as the status of the industry increases, SIRD will continue to be a beacon for the industry, effecting change and improving standards.

Security Officers
Prior to deployment, all approved security officers are required to pass the following NSRS module or WSQ statement of attainment :
- Provide Guard and Patrol Services; and
- Provide Incident Management Services or Handle Security Incidents And Services
Applicants who have passed only one of the 2 modules will be deemed untrained security officers and will be in breach of the Licensing Conditions if he is deployed.
Applicants who fulfill the criteria below may apply for an exemption from the training requirements for security officers. Exemption will be granted at the discretion of the Licensing Officer.

Security Supervisors
Applicants who qualify as trained or exempted security officers, by the criteria set forth above may, upon completion of the following additional NSRS module or WSQ statement of attainment:
- Supervise Security Officers / Supervise Security Activities.
Be considered trained security supervisors.
Applicants who fulfill the criteria below may apply for exemption from the training requirements for security supervisors. Exemption will be granted at the discretion of the Licensing Officer. All exempted security supervisors are deemed exempted officers.

PERSONS WHO MAY BE EXEMPTED FROM TRAINING REQUIREMENT FOR SECURITY OFFICER
S/No Criteria for Exemption wef 7 March 2006
1 - Former Auxiliary Police Officers who have completed and passed the Basic Auxiliary Police Officer Course conducted by CISCO or AETOS APF Training School.
- Former regular uniformed officers/other ranks from the Singapore Police Force (SPF), the Singapore Armed Forces (SAF), the Central Narcotics Bureau (CNB), the Singapore Prison Service (Prisons), the Singapore Civil Defence Force (SCDF), the Corrupt Practices Investigations Bureau (CPIB)
- Reserve officers from SPF and SCDF only.
- Volunteer Special Constabulary (VSC) officers from SPF.
- SAF full-time National Servicemen who had served full-time NS in the vocation of Military Police or Provost Unit. Please note that Regimental Police Officers (RP) do not fall under this criteria.
2 Person who has passed the Essential Security Guarding at Group 4 CISCO Training before 1 Jan 96 .
3 Person who has passed the Specialised Guarding Skill at Group 4 CISCO Training before 1 Jan 96 .
4 Person who has passed the Advance Security Course at APRO Asian Protection Pte Ltd before 1 Jan 96 .
5 Person who has passed the Basic Protection Officer Course at APRO Asian Protection Pte Ltd before 1 Nov 2002.
6 Person who has passed the Basic Security Training Course at APRO Asian Protection Pte Ltd before 1 Nov 2002 .
7 Person who has passed the 2-day Basic Security Course Examination organised by ACSA or SAS and certified by SHRI or RELC before 1 Nov 2002 .
8 Person who has passed the Certificate in Hotel Security Operations organised by the SHATEC before 1 Jan 1998.

7 Person who is deployed at a hotel and has passed the Certificate in Hotel Security Management organised by the SHATEC before 1 Jan 1998.

FAQ FOR EXISTING SECURITY OFFICERS :

1 I am an existing security officer with an agency, must I go online to apply for my licence?
There is no need to. You will be issued with a letter to notify you that you will be granted with a 5-year licence under the PSIA. However, you will be required to obtain your “Singpass” to log-on to www.spf.gov.sg/licence/frameset_PI.html to view and update your particulars wef 27 April 2009. Please provide a contact number and email (if any) in your personal folder after you have logged-on.


2 What are the conditions and conducts that I must adhere to?
Please refer to the conditions stated above.


3 Is the Security Officer’s Identification Card regulated?
The Security Officer’s Identification Card must be carried by the Security Officer at all times during his course of duties. If his license has been revoked, the ID card is to be returned.


4 What should I do if I change my residential address?
You only need to report the change of address with any Neighborhood Police Centre, Neighbourhood Police Post or Police Station. Our system will be notified of your latest address from the Immigration and Checkpoints Authority.


5 Under what situation can my licence be suspended or revoked?
For example, if you have been charged in the Courts, arrested or under investigation by law enforcement agencies.


6 If I do not wish to keep my licence, what should I do?
You may write to SIRD to cancel your licence.

2 I am a new security officer wanting to work for an agency or employer, must I go online to apply for my licence?
Yes. You will be required to obtain your “Singpass” to log-on to www.spf.gov.sg/licence/frameset_PI.html The fee is $16. For foreign applicants, you are required to obtain your work permit / employment pass before you proceed to apply for a SingPass. Please allow a lead time of 7 days from the date you obtained your work permit / employment pass before applying for a SingPass.



3 How long do I have to wait before I know the outcome of my application?
For security officers, at least 5 working days upon receipt of your payment.



4 What are the conditions that I must adhere to if my licence could be approved?

5 How do I submit my certificates and supporting documents?

LICENSING CONDITIONS FOR SECURITY OFFICER
1 The licensee shall be :
(a) 16 years old and above;
(b) certified by a medical doctor to be physically fit for work as security officer and certified annually as such if they are above the age of 60 years;
(c) able to submit the medical certificate as and when required for inspection by officers from the Security Industry Regulatory Department (SIRD);

2 The licence to work as a security officer is valid for 5 years from the date of approval by Security Industry Regulatory Department (SIRD). For Non permanent residents and Malaysians, the licence will be suspended if he/she is not longer working as a security officer after one month;
3 Non permanent residents and Malaysian applicants shall submit their Certificate of Good Conduct (also commonly also known as Certificate of No Criminal Conviction) and a copy of their valid work permit to SIRD for application of the licence. This also applies when he/she changes employers and resides beyond Singapore for more than one month;
4 Unless exempted, the licensee must obtain the following Workforce Skills Qualification (WSQ) certification:
(a) Provide Guard and Patrol Services; and
(b) Handle Security Incidents And Services;

5 If he/she is deployed as a security supervisor, he/she must obtain additional WSQ certification on Supervise Security Officers (Formerly known as NSRS Supervise Security Activites);
6 The licensee, who does not meet the training requirements shall be given a period of 3 months to complete and pass the prerequisite WSQ modules. He/she shall submit this WSQ certificate to SIRD not later than 3 months from the date of approval. Failing to do so will result in the licence being revoked;
7 The licensee shall comply with the Code of Conduct;
8 The licensee shall not be involved in any debt collection business;
9 The licensee shall surrender the Security Identification Card to Security Industry Regulatory Department (SIRD) when he/she is no longer approved to work as a security officer;
10 If the licensee is approved to work as a security screener at the airport without attaining the training requirements in the above para 4 and 5, the licensee shall only be allowed to work as a security screener at the airport;
11 The licensee shall ensure that approval from the Licensing Officer is given for the use of dogs for patrols prior to deployment. If approval is given, the licensee shall ensure that he complies with the following requirements:
(a) All guard dogs must be screened and approved by the Police K9 Dog Unit / AVA;
(b) Only guard dogs certified by the Police K9 Dog Unit can be deployed;
(c) A guard dog must be handled by a handler who is certified by Police K9 Dog Unit as possessing the ability and skill to control the dog;
(d) Appropriate signs must be displayed at all the entrances and exits of the premises to warn the public of the presence of guard dogs; and
(e) The handler must always be with his dog when the dog is deployed even when it is on static duties.
