Chinese President Xi Jinping has ordered what amounts to the biggest reorganization of the nation’s military since 2015 in a move that affects the force in charge of capabilities including cyber warfare.

China will terminate the Strategic Support Force, which was created more than eight years ago to enhance capabilities in space, cyber, political and electronic warfare, the official Xinhua News Agency reported Friday.

In the wake of a major Chinese military shakeup, the head of U.S. Space Command warned of China’s “breathtakingly fast” advances in space during visits to Japan and South Korea.

Gen. Stephen N. Whiting’s trip to the Indo-Pacific is his first overseas visit since taking command of SPACECOM in January. His arrival in the region comes just a few days after the People’s Liberation Army announced it was disbanding its Strategic Support Force as part of “a significant reform,” wrote Brendan S. Mulvaney, director of the U.S. Air Force’s China Aerospace Studies Institute.

The People’s Liberation Army now consists of four services—the Army, Navy, Air Force, and Rocket Force—and four arms—the Aerospace, Cyberspace, Information Support, and the Joint Logistic Support Forces.

The Aerospace Force in particular is “of great significance to strengthening the capacity to safely enter, exit and openly use space, enhancing crisis management and the efficacy of comprehensive governance in space and promoting peaceful utilization of space,” Beijing’s state-run media reported.

“I have seen the reports of their recent organizational changes,” Whiting told reporters in an April 24 briefing in Tokyo. “The statements I’ve seen come out of the Chinese government is that they’ve made those changes to further enhance the importance of space and information warfare and cyber operations in the People’s Liberation Army.”

Mulvaney noted in his analysis that “the PLA adheres to a fairly strict protocol order in formal announcements, so it appears that the Aerospace Force (ASF), which commands the PLA’s space forces, is now the senior force. The ASF was formerly the Aerospace Department of the Strategic Support Force.”

More broadly, Whiting is using his visit to warn that China is developing counterspace weapons to threaten U.S. space capabilities and using space technology to enhance other PLA branches such as the Army and Air Force.

WASHINGTON — The Secure World Foundation on April 2 released its annual report, “Global Counterspace Capabilities: An Open Source Assessment,” that sheds light on the growing space arms race between the United States, Russia and China.

The report, compiled from publicly available information, details the counterspace capabilities — essentially space weapons — being developed by a dozen countries. Notably, it finds that Russia and China are rapidly catching up to the United States in key areas like electronic warfare and space domain awareness.

Both Russia and China have made significant strides in developing space-based electronic warfare tools that can disrupt or disable enemy satellites, the report found. This includes technologies like electronic jamming systems and directed energy weapons using lasers or microwaves.

The two countries have also caught up in the space domain awareness arena with advanced inspector satellites capable of maneuvering alongside orbiting spacecraft for up-close monitoring or attacks

Russian seeking to regain Soviet-era dominance

Russia in particular has ramped up its space warfare capabilities over the last decade as it seeks to regain Soviet-era military advantages that were lost after the Cold War ended, according to the report.

While Pentagon and defense officials have raised alarms for years, the SWF report provides more granular details into the specific counterspace weapons being developed by Russia and China.

The SWF in its report briefly mentioned recent rumors of a new Russian program to develop nuclear-powered satellites that could slam the U.S. with electromagnetic pulses, potentially crippling huge portions of the military’s space asset fleet. It noted that details of this threat remain largely unknown.

For China, space weapons development is being driven by a desire to counter U.S. military superiority and increase its own regional clout, the report states. Beijing views the ability to nullify American space systems as key to deterring potential future conflicts.

It’s unclear if China intends to use offensive counterspace capabilities or just have them as a deterrent, the report says.

Three kinds of ASAT systems have been under development and/or active tests by the PRC. The systems are not acknowledged by the PRC as being strictly ASAT, but they are capable of destroying or disabling a satellite.

Direct fire systemsedit

A Direct Fire System refers to the instrumentalities required for a land or vehicle based missile to strike a satellite. A Direct Fire System is a kinetic kill system designed to physically destroy or damage a satellite, instead of electronically disrupting its orbit or mission. The PRC demonstrated its ability to launch a land-based kinetic kill vehicle into a satellite when it fired a SC-19 missile into an aging Fengyun series satellite and destroyed it on January 11, 2007. No known tests of a vehicle-based Direct Fire System have occurred, but it has been reported that the new Jin-class submarine will have the ability to launch the SC-19 or a similar type of missile.[8]

Directed-energy weaponsedit

A directed-energy weapon (DEW) is a high powered laser or microwave weapon designed to either disrupt or damage a satellite. These weapons are part of the PRC's New Concept Weapons program.[9] One directed-energy weapon, a high powered laser, has been under development since 1995 and was tested on orbiting US satellites in 2006.[10] According to the United States Department of Defense, the "PRC defense research has proposed the development of several reversible and nonreversible counterspace DEWs for reversible dazzling of electro-optical sensors and even potentially destroying satellite components." The same report predicts that, by mid- to late-2020s, the PRC will be capable of fielding higher power DEW systems to threaten non-optical satellites.[11]

Microsatellitesedit

A microsatellite is defined as any object orbiting the Earth that has a mass greater than 10 kg and less than 500 kg.[12][full citation needed] This includes man made satellites and natural satellites, like debris. While man made micro-satellites are primarily peaceful, they are easily weaponized. Because of a satellite's high relative velocity to another satellite, any collision would destroy both satellites, and micro-satellites have the advantage of being cheaper, more maneuverable and harder to track. In 2001, a Chinese newspaper stated that the PRC was testing a parasitic micro-satellite that could latch onto another satellite and destroy it on command.[13] While no evidence has been found to demonstrate the development of such a parasite system, in 2008 the BX-1 micro-satellite released by the PRC passed dangerously close to the International Space Station at a relative speed which would have destroyed both objects had they collided.[14] This close call raised awareness of the PRC's ability to use micro-satellites as a kinetic kill ASAT system.
