'Safe rooms' in future Neighbourhood Police Posts?
by Amir Hussain
09:56 AM Feb 25, 2012
SINGAPORE - Neighbourhood Police Posts (NPPs) in the future may not only be unmanned, but also be equipped with a safe room which allows, say, a youth to flee from a gang attack by hiding in the room.

In the finals of a tertiary competition held yesterday, students were asked to pitch concepts on, among other things, how the safe rooms should function.

But a police spokesperson clarified that, "while a 'safe room' is one of the ideas that has come up, this does not mean it will be implemented".

She added: "The competition was open to the students to explore various possibilities."

Second Minister for Home Affairs S Iswaran, who was the guest-of-honour at the event, pointed to technological developments as a reason for the Singapore Police Force (SPF) to re-examine how NPPs can better serve the community.

Said Mr Iswaran: "Residents could have round-the-clock access to automated services at the NPPs. Police officers could be redeployed from desk-bound duties to patrol the streets, interact with residents or respond to emergencies."

Another reason is changing demographics - NPPs of the future will be elderly- and disabled-friendly, added Mr Iswaran.

This is the first time since NPPs were initiated in the 1980s that the SPF has launched a contest to design them.

The SPF said that it is still open to feedback from the public on designs, to ensure that NPPs stay relevant to the community.

Yesterday, two teams from Nanyang Technological University (NTU) and Singapore Management University (SMU) emerged joint winners of the competition out of 15 teams. They received prizes of a trophy and S$5,000 cash per team.

Among the NTU team's proposal is an L-shaped door to prevent an assailant following a user into the safe room, while the SMU team proposed that NPPs have transformable spaces to host seminars, exhibitions and movie screenings.

The two winning teams will be working with the SPF to build prototypes, which will be put on display at the Police Workplan Seminar later this year. Feedback on the prototypes will then be gathered from the public, to be incorporated into NPP design trials.

No need la, do what students do, just squat down, raise your right hand and make the below sign with your fingers and shout "Jope".

Your assailants will pass you by

It won't work. This is a mental issue. It only give these "victims" a false sense of security. They will become "bolder".

Gangsters should be rounded up and beaten up severely and quietly. They won't be able to sue. Continue to bash them. They only believe the fist is the law. Use their belief against them.

This is ridiculous bordering on insanity....
Well done Home Team! Another example of treating symptoms instead of the disease.

Does this mean that the policemen on duty at the NPP will go into the safe room and hide as well?
Would have thought that once the victim manages to get to a NPP, he would be considered safe.

I cannot imagine an absurd idea like this can get prize. Doing so much to design an L-shape door? It's like going a big round to re-invent something that has already been invented and used - Door Lock! First, the victim must be a damn good runner who can outrun the assailants. He would have already been hacked to pieces before he could make it to the safe room. Secondly, assailants are also humans who know how to break the system. They can get one fella to guard outside the safe room before his accomplice starts to attack. Before the victim can make it to the safe room, this fella standing outside will intercept him and give him the final knock-out blow.

They should just

1. Freaking just arrest those gansters under Criminal act, using detention with trial and keep extending.

2. For arrest for gansterism and can be trial, give them the heavist sentence, including death sentence for those who kill somone.

The NPPs SHOULD be physically-manned by uniformed officers and operate 24 hours a day.
Then only would it (NPPs) become a much more familiar sight to people once again as in days gone by.
The presence of the officer/s at the Desk will give residents much more sense of security. A truly reassuring sight.
A NPP that is closed at night is a SHEER MOCKERY. Emergency buttons won't help either.

In the 80's when NPPs first started as a "pilot-project" in Toa Payoh it became an overnight success.
MPs and residents of other areas wanted the system to be implemented within their own constituencies.
You could see children and elderly at the NPPs playing outside and chit-chatting with the policemen, respectively.
The residents treated the police officers as part of their "own family". What a beauty...
Even the elected MP of the area worked closely with the officers.
Crime figures plummetted downwards.

Then came the 9/11 attack on the Twin Towers.
The effects reached Singapore.
Paranoia set in and the once "open police stations" became bastions within which armed policemen "sought refuge"
The open-door policy was no more there and everyone was treated as a possible suspect.
The closeness (between cops and community) started to shift afar.
It was back to the old days when armed mobs used to attack solitary police posts in kampongs.
An atmosphere of fear, uncertainty and distrust.

In conclusion, the police CAN and SHOULD remain close to the people. It is to their OWN advantage to do so.
Without the people's support the war on crime can never be won.
The people are the eyes and ears of the cops.
Hence, I call upon the cops to come closer to the people from whom they have "unknowingly" distanced themselves.
As cops the secret to success is to REMAIN APOLOTICAL
Please don't abandon the people as to get them close is very difficult task.
Be honest to yourself and think carefully.
Don't risk the FALLOUT.

The upper echelon will never be apolitical. Their career depends on pleasing their political masters. I have yet to come across someone above AC rank who is apolitical.

Not shortage of manpower, but manpower being deployed for other uses.

Wa..Ha..Ha..Ha..Ha.. This idea is quite funny and daft.. What if the attack took place 800m from the NPP's safe rooms..???? Not all victims can run like those Kenyan Olympic runners.. What if the victim cannot outrun his attackers..??? He would have been chopped into pieces by the gangsters by the time he reaches these '' safe rooms''...

That is truly sad for such an attitude and behaviour is selfish and would AFFECT THE TAX-PAYERS

Scholars are scholars because they are good at studying. They don't necessarily have more brains than the average man on the street.

Chairman PSC doesn't agree. Many President scholars did not make it in the civil service. My definition of 'make it' is PS appointment.

Some HDB homes in Spore have bomb shelters which are now used as storage space
Some MRT stations could double up as bomb shelters. Though maybe they have all been converted to retail space.
It would be interesting to see how they expect to cram 6 million people into these shelters:confused:

All these fairy airy ideas are thought up by some career politicians who have to justify their high paying jobs. It is also an oppurtunity for the cronies to make money from unnecessary projects. Corruption comes in many forms & as some observers have noted that in Spore it is more organised

i can see these saferooms become a secluded place for quickies.

Or you will soon see:

a) banglas sleeping inside
b) PRCs hawking their fares
c) garang guni storing their cardboards / old newspapers there...
