AsiaOne Monday, Jun 25, 2012 A taxi driver paid $100 for the sexual services of an undrage Vietnamese girl. On Monday, he was sentenced to three months' jail.
Chong Heng Kow, 53, admitted to one count of paid sex with the 16-year-old girl in Geylang last year on July 3.
The court was told that a Vietnamese national Ngo Tien, 31, arranged for the girl to meet her husband, Seng Swee Meng, 41, and Chong at a coffeeshop near Lorong 42 Geylang. Chong paid the girl $100 for sex at the Fragrance Ruby hotel.
Seng, a pimp, is serving five years' jail while Ngo Tien is on the run. Seng was jailed for five years after pleading guilty to 15 charges, including two counts of abetting to obtain commercial sex with minors.
Chong could have been jailed for up to seven years and fined for commercial sex with a person under 18 years of age. [email protected]

Chong Heng Kow, 53, was sentenced to three months’ jail for having paid sex with a 16-year-old Vietnamese girl. He had sex with her on 3 and 15 July 2011 in Fragrance Ruby Hotel at Lorong 20 Geylang, and paid her $100 each time.
Chong pleaded guilty during the hearing on 25 June. In his defence, his lawyer said that the person who introduced Chong to the girl told Chong that the Vietnamese girls could not find work in Singapore and had to turn to prostitution, The New Paper reported. Chong then tried to help by engaging the services.
Chong is father to a 20-year-old son and a 16-year-old daughter. His son is serving national service while his daughter is a Secondary 5 student. His monthly income is $1,700 and his wife, 52, who is a hawker’s assistant, earns $1,000 a month. The family is supporting his 90-year-old father.
The father has reportedly reprimanded Chong, whose children are no longer speaking to him. Chong’s wife is thinking of divorcing him.
At the court hearing, the prosecutor rebutted that there was no need to have sex with the girl if Chong’s intention was to help her. The prosecutor added that Chong must be punished to safeguard underage girls from sexual exploitation.
Chong’s lawyer argued that the Vietnamese girl looked mature and kept quiet when Chong asked her about her age. When Chong requested to see her passport, she said she had left it at home. As both of them spoke different languages, it was hard for the two to communicate effectively. However, the girl had reportedly said that Chong did not ask for her age when they met.
Chong was introduced to the girl by Seng Swee Meng, 42, and Seng’s Vietnamese wife Ngo Tien, 31. The couple was reportedly running a prostitute ring involving young Vietnamese girls. Seng was sentenced to five years’ jail in April this year, while Ngo is at large after leaving Singapore last July, Channel NewsAsia reported.
It is illegal to have paid sex with girls under the age of 18 in Singapore. The maximum penalty for the offence is seven years’ jail, a fine, or both.
