All these companies you have stated above have no COVID vaccine that is currently in the market, so I'm not sure why their presence here is evidence of the Singapore government having fucked up with not coming up with a vaccine. Many scientists are already doing research on viral and infectious diseases in S'pore. Go and look up Singapore GVN run by NUS-Duke. They conduct research on many different viruses, including MERS, Nipah, Dengue, Zika, Yellow Fever, avian influenza, Chikungunya and enteroviruses
