In some places, it is acceptable, in others, it is an offence. It is not fixed. Here, it is acceptable to gamble, in other countries, it is taboo. In some societies, smoking pot is considered normal, here, it lands you in trouble. Culture also plays a part in "acceptance", example is like eating dog meat. As for exercise of "rights", one is free to do whatever one wants to so long as it does not intrude onto somebody else's "rights." There is no absolute right or wrong.
