The Ministry of Manpower (MOM) has extended its apology to former DJ and model Jade Rasif in its latest press statement as what can be said to be closure in the saga between Ms Rasif and MOM over varying accounts of Ms Rasif’s migrant domestic worker (MDW)’s quarantine order.

In the update on its Facebook page, MOM said that the ministry has reached out to Ms Rasif on Saturday (22 May) to see how they can address her unhappiness over its press statement on 17 May so as to bring matters to a closure.

It pointed out that Ms Rasif had left a comment in response to its 17 May FB post sharing that she had received two phone calls from the Police on being investigated for breaching a Quarantine Order.

Jade Rasif and the Ministry of Manpower (MOM) clashed heads after the former uploaded a series of Instagram Stories on May 16, 2021.
Jade, who is a Singaporean online personality and healthcare worker, had questioned why her Indonesian helper was released from quarantine just days after her arrival in Singapore, only to test positive for Covid-19 later.

Another set of Instagram Stories​

After MOM responded and labelled Jade's account as "inaccurate", the personality did not back down.
Besides responding on the ministry's Facebook post to accuse them of being "inaccurate" as well, Jade also uploaded another set of Instagram Stories on the night of Monday (May 17).
In these stories, she pointed out parts of MOM's statement that tallied with her own experience, for members of the public who doubted her story.
In her last Story, Jade said she found "two glaring inconsistencies" in MOM's statement, and was in the midst of compiling evidence for it.
However, the personality had also asked followers not to attack MOM, and added that she appreciated their apology.
Some time between the morning and afternoon on May 18, however, the entire set of Instagram Stories was made unavailable.
It was replaced by an update on the same night, with Jade saying that she had spoken to MOM and presented her "receipts" (evidence) to them.
According to Jade, the ministry had apologised and admitted that their statement was "inaccurate" and made without sufficient research.
She has also extended an opportunity to MOM to release a joint statement, the Instagram Story wrote.

The next five days​

In the subsequent days till Saturday (May 22), Jade continued posting about the situation on her Instagram.
About 40 more Instagram Stories were uploaded in relation to the controversy.
In addition to doubling down on her rebuttals on MOM's statement, Jade also showed further correspondence between her and the ministry.

Videos showed snippets of her conversation with at least one MOM officer over a phone call on May 18, where Jade confronted him over the ministry's accusations of her inaccuracies by going over their statement.
In one instance, when the two parties were discussing the alleged police investigation, the officer let out a hearty laugh after admitting that the ministry had not gotten a response from the police yet.
For context, Jade had previously claimed that she was being investigated for breaching a quarantine order that she was never given, while the MOM disputed her claim in their initial statement.
In another Story, Jade recorded her conversation with a member of the police, who confirmed that she was under a "preliminary investigation", but not an official investigation.

The former DJ also claimed on May 20 that the ministry had "ghosted" her after two days of speaking online, and recorded a video of herself scrolling down the chat.
Jade had sent a barrage of messages on the same day, asking them for updates on the situation. However, it is not clear when the messages were sent.

MOM addresses previous statement and Jade's Stories​

The ministry has released another statement on Saturday night (May 22), after another phone call with Jade on the same evening.
Two things were discussed during the call:
  1. MOM’s statement on May 17
  2. How their officers handled the phone call with Jade on May 18
On the first matter, MOM said that the police have clarified with Jade the purpose of their calls, and that she is not under investigation for any breach of Quarantine Orders.
The ministry has redacted its use of the word "inaccurate" in the previous statement as well, as it "could have portrayed Ms Rasif to be providing an inaccurate account on the Quarantine Order investigation."
MOM then apologised for affecting Jade negatively over this incident, following her feedback on her emotional well-being.
The ministry also retracted their previous point about MOM reaching out to Jade about her complaint against the ambulance driver.

Officers could have done better​

On the second point, MOM acknowledged that their officers could have handled the May 18 phone call better, by being more tactful.
The ministry then promised further updates, as well as an internal review of their processes:
"Ms Rasif also provided feedback on several other matters in the call. We have noted them down and will get back to her with more details.
We will conduct an internal review of our communications and service delivery processes, so that we can better serve citizens and provide greater clarity on their concerns."

Following a week-long saga involving former DJ Jade Rasif and the Ministry of Manpower (MOM), the issue has seemingly finally come to an end after MOM apologised to Ms Rasif for its earlier press statement.
In the update on its Facebook page, MOM said that the ministry has reached out to Ms Rasif on Saturday (22 May) to see how they can address her unhappiness over its earlier press statement on 17 May.
It pointed out that Ms Rasif had left a comment in response to its 17 May Facebook post sharing that she had received two phone calls from the Police on being investigated for breaching a Quarantine Order.
“We understand that the Police have since clarified with Ms Rasif on the purpose of their calls, and that she is not being investigated for any breach of Quarantine Orders.” wrote MOM.
MOM in its 17 May post had said, “Ms Jade claimed to have been investigated for breach of quarantine. The family were not issued Quarantine Orders (QO), and there could not have been investigations made for breach of quarantine, when no QO was issued in the first place.”
The ministry further noted that the use of the word “inaccurate” and one of the points in its 17 May Facebook post could have portrayed Ms Rasif to be providing an inaccurate account on the Quarantine Order investigation.
“We note that the use of the word “inaccurate” and one of the points in our 17 May FB post could have portrayed Ms Rasif to be providing an inaccurate account on the Quarantine Order investigation. She shared with us that this had affected her negatively. We would like to extend our apologies to her for this.”
The ministry said it would therefore retract this point and redact the word “inaccurate” in its 17 May Facebook post.
In addition, it will also retract a point which stated that MOM had reached out to her family on the complaint made against the ambulance driver.
As for how its officers handled the phone call with Ms Rasif on 18 May, MOM acknowledged that its officers could have done better and been more tactful in addressing Ms Rasif’s questions.
“We assured her that we will improve on this aspect of communicating with our customers.”
MOM ended by stating that it will conduct an internal review of its communications and service delivery processes.

Netizens call MOM a “bully”

Upon reading MOM’s latest statement, netizens have come forward to call the Ministry a bully in regards to the way it had handled this issue. Penning their thoughts in the Facebook pages of The Straits Times, Channel News Asia, Mothership and TODAY, they have called MOM “incompetent” and a “national disappointment and shame”, adding that its officers don’t do their homework before releasing its press statement on 17 May.
One user wrote: “Grow up and do your actual work lah.. we’re in this mess because you’re inept despite your many illustrious degree holders in mgmt, it’s like watching an incomplete Al at work.”

A large number of them thanked Ms Rasif for speaking up and highlighting the flaws in the Ministry. They went on to express that the public officers are “arrogant” and “never apologise or admit they made mistakes”.

Many others said that they have now learned to always keep records or conversations they had with public officers in order to proof that these officers have made an error. They added that if there is no evidence, there are high chances that the Ministry would have denied the claims made by Ms Rasif.

Some expressed that the only reason MOM apologised to Ms Rasif was because she is a public figure. They explained that the Ministry would have not extended an apology if this were to happen to a normal citizen.

You can only get closer to those noble goals by removing about 80% of the current public sector workforce. Early retirement, hiring freeze, revised (downwards) salary scale, revamped SAF scholarship, assisted transition to private sector for some, replacement by robots for others. :cool:

Certain institutions can be removed or merged with others. We don't need the Casino Regulatory Authority and the Smart Nation Office (whatever that shit is called). HSA+Food Agency = Food and Drug Agency.

MOM extends apology to Jade Rasif for its possible portrayal of her presenting an inaccurate account in its 17 May statement


As the Singapore Government grapples with the B.1.617.2 variant of the Coronavirus that was discovered in India, there has been some confusion in relation to the various processes within the various Government departments.
Most recently, this was exemplified in the experience by former DJ and model, Jade Rasif, which she has publicised on her personal social media. While her ability to speak out eloquently and effectively about her experience received an eventual apology from the Ministry of Manpower (MOM), the steps that she had to go through and navigate was not straightforward.
This begs the question of whether or not a less savvy person would have had the same positive result?
Secondly, it begs the more concerning questions of why MOM was issuing public statements without first verifying the facts internally and whether other such “inaccurate” public statements have been issued in the past and whether there have been previous potential “inaccurate” statements that affected people less savvy than Ms Rasif without redress?
Were the MOM trying to shut the matter down with its sheer might instead of trying to uncover what really happened?
For those unaware, Ms Rasif shared on her Instagram on 16 May about her traumatising experience over her Migrant Domestic Worker’s (MDW) quarantine order. While her MDW had tested positive for COVID-19, she was released from quarantine just three days after her arrival instead of serving the full 14 days.
Because of the trust placed in the Government’s instructions, both Ms Rasif and the MDW believed everything to be fine and carried on with life as per normal, visiting various places in Singapore before being told she had to go back to stay at the quarantine centre as a result of a second positive test result.
Contrary to what one would have believed, authorities did not ask for Ms Rasif or any of her family members living with her to be quarantined or to comply with any Stay-Home Notice.
Just a day after Ms Rasif’s posts went online, MOM in a Facebook post on 17 May, dismissed Ms Rasif’s story and said that her account was inaccurate. It has now been proven by Ms Rasif that it was MOM that was inaccurate in its sweeping dismissal of her narrative.
On the same day, Ms Rasif corrected the Ministry for the inaccuracies in its post which included the dates it stated which did not match the ones printed on the movement order that was issued to her.
A day later, Ms Rasif shared that she had spoken to MOM and “presented receipts”. She noted that MOM apologised and admitted that its press release was inaccurate, and made without sufficient research after looking into the evidence she handed them. MOM has since corrected its post and publicly apologised to Ms Rasif.
While Ms Rasif has “graciously accepted” MOM’s apology, it is noteworthy that Ms Rasif had to go through a lot of trouble and effort just to get the truth out. She had to call them multiple times, record conversations, produce receipts and utilise the power of social media and her significant following to get the accurate events out.

If this had happened to someone else without Ms Rasif’s celebrity status or savvy, what would have happened? Would they just have to suffer the indignity of false accusations and potential police investigations even though it was never their fault in the first place?

At the end of the day, it is highly possible that had Ms Rasif not been the empowered woman willing to publicly fight for her rights that she is, there would be no public apology guaranteed even if it is MOM’s fault.

In separate case involving TOC’s chief editor, the Police said in 2018 that it was Info-communications and Media Development Authority (IMDA) that filed a police report pertaining to an article titled “The Take Away from Seah Kian Ping’s Facebook Post”, which lead to an investigation on to Terry Xu and Daniel de Costa. IMDA separately told local media that it made a police report because the TOC article had made serious allegations that undermine the public’s confidence in the Government’s integrity.

It was later revealed in the course of the trial in late 2020 that it was the Investigating Officer (IO) of the case — not IMDA — who filed a police report on his own accord on 8 October 2018 after the Director of Criminal Investigation Department (CID) had passed him a letter of complaint from IMDA.

When shown the copy of the police statement that claimed that IMDA had filed a police report, the IO in question, Deputy Superintendent of Police (DSP) Jonathan Au Yong Kok Kong, told the court on Friday (30 October) that while he had furnished details about the case to the Public Affairs Department, he had only seen the statement at that very moment.

In reality, the letter dated 5 October is not a police report but a letter to CID Director Deputy Commissioner Florence Chua to ask the Police to follow up on a breach of the Internet Code of Conduct by TOC due to the publication of the 4 September letter.

So what we have here is IMDA and the Singapore Police making a statement which is factually inaccurate.

These incidents which are likely not isolated cases, highlight that Government statements are not always gospel and are just as prone to errors as anyone else.

People should therefore always aim to fact check everything they read, do their own research and keep a healthy dose of skepticism when the government makes some statements.
