They can't because it is not Halal. Malaysian Chinese are second-class citizens and they know it. Malays in Singapore have free education for their children while the Malaysian Chinese (minority) don't have such luxury.

What are you saying. Schooling till form 6 is free. Including books supplied by the state.and if you attend gomen or private University, student loan is available. Not fully. But i think up to 70-80%.
