The Asian G3 market has reached a standstill. For almost the past year, G3 issuance has reached new lows. Cash has been sitting on the sidelines. Global liquidity has been drained almost completely. Hence, we will be seeing more and more Asian governments turning to local bond markets to help finance fiscal stimulus (after all, only local currency bonds and loans (both G3 and lcy) can be done in this market environment.

It is also interesting to observe that Phils has just issued a US$1.5Bn SEC-reg bond that reopened the Asia bond market (which has only been accessed by high quality issuers).

BUT... it doesn't necessarily take funds *shortage* to induce bond issuance. it could be a multitude of reasons ranging from funding fiscal stimulus, boosting reserves to smoothen maturity profile.
