THE man caught on film apparently spitting in a woman's face and harassing her at Woodlands bus interchange is due to appear in court today.

Police said on Thursday that they had arrested the 47-year-old and he will be charged with an offence of public nuisance under Section 290 of the Penal Code, as well as other offences.

A video taken on Tuesday and posted on Facebook shows him shouting at the woman, who was dressed in green, and raising his fist at her before SMRT security staff intervened.

He also shouted at another woman in a blue shirt.

The clip has garnered almost 22,000 shares as of Thursday night, after being posted on Tuesday by Mr Sia Jian He.

The 28-year-old executive felt it was right that the man was arrested.

"That kind of behaviour is not acceptable in public," he said.

"He made a nuisance of himself and he bullied both women. When passengers were alighting, he caught the arm of the lady in green for shouting at him and left the male passengers getting off the bus alone."

Mr Sia said the incident began when the man jumped the queue for the Johor Baru-bound service 950. He had not started filming at this point.

According to Mr Sia, a dispute erupted between the man and the woman in blue, and he later spat at her about 10 times. The row held up the bus when it arrived, said the executive.

The man then stopped the woman in green when passengers were alighting from the first bus to board another bus which was sent after the first one was held up.

The man spat at her several times and pushed her at chest level, said Mr Sia, who began filming the incident soon after.

A question that comes to mind, did Mr Alford go to IMH or was he referred to IMH “before or after” assaulting Mr

Tan Chin Huat?


If his condition was already made known earlier, how is it Mr Manson can hold such a high and crucial position as a

regional head of the Asia Pacific region for credit analysis, when he is suffering from “depressive disorder” ?

(Will he not go around punching people?)

What did IMH do to determine he was suffering from “depressive disorder” did Mr Manson fill up a questionnaire or

did he tell them he punched a cabby to get classified as having “depressive disorder”?

This case happened in Dec 2011, how come it took so long to come to a conclusion, was there an investigative study

done that required such lengthy time?

Last but not least, how come Judge Soh knows this? (referencing the statement below)

A bank director was on Friday fined S$4,000 and ordered to pay S$1,000 compensation for beating up a taxi driver.



SINGAPORE: A bank director was on Friday fined S$4,000 and ordered to pay S$1,000 compensation for beating up a taxi driver.

41-year-old Mason Robert Alford, a regional head of the Asia Pacific region for credit analysis, punched 58-year-old Mr Tan Chin Huat on December 14, 2011.

Mr Tan had picked up the Briton from Lau Pa Sat hawker centre, and noticed that the passenger was reeking of alcohol.

On the way to Eastwood, near Bedok Camp, Alford started shouting in the cab and kicked Mr Tan's seat.

The victim tried to calm Alford down.

But Alford started shouting again, and punched the cab driver in the face.

The assault did not stop, and Mr Tan had to get out of his taxi when the vehicle was at the junction of Marine Parade Road and Still Road.

But Mr Tan eventually managed to calm Alford down and drove to the nearest police station.

In written mitigation, the defence pointed out that Alford was suffering from "depressive disorder".

Panic and anxiety attacks are symptomatic of the condition, the defence said.

It added that Alford's intoxication worsened the disorder.

The mitigation also stated that Alford was clocking about 90 hours of work per week, and the stress added to the condition.

In his grounds for decision, District Judge Soh Tze Bian pointed out that an Institute of Mental Health report stated

that Alford's disorder was a "significant contributory factor in impairing his judgement".

But he also noted that Alford's "self-induced intoxication" is to be regarded as an aggravating factor.

Still, Judge Soh said the likelihood of Alford re-offending is low, and so a deterrent sentence is not warranted.

The maximum penalty for voluntarily causing hurt is two years in jail and a fine of S$5,000.
