The principal of a top Singapore high school was Thursday removed from his post and being investigated by the anti-corruption bureau, authorities told AFP, in the latest such scandal to hit the city-state.

Former headmaster of River Valley High School Steven Koh Yong Chiah, 58, was replaced "with effect from 20 December 2012", the education ministry said in a statement emailed to AFP. It said Koh had been redeployed while the investigation was underway.

"The Ministry of Education has been informed by the Corrupt Practices Investigation Bureau that Mr Steven Koh Yong Chiah, principal of River Valley High School, is assisting in its investigation," the statement read.

"As investigations are ongoing, we are unable to comment further on the case," it said.

Corruption scandals have this year claimed the scalps of top officials in Singapore, with an ex-top policeman and former civil defence chief currently facing sex-for-favours charges in court.

A law professor in a local university has also been accused by authorities of awarding favorable grades to one of his female students in exchange for sex and gifts.

Large-scale graft cases are rare in Singapore, a thriving global financial centre and business hub which enjoys a reputation for being the least corrupt country in Asia.

It pays its civil servants some of the highest government salaries in the world as a deterrent to corruption.

I was *almost* psychoed into going to River Valley High School after my PSLE, as many classmates went there. Some of the female classmates whom I had flirted with in Primary 5/6 also went there.

Back then, it was still at West Coast Road.

Thankfully, I made a wise decision and joined a better-ranked school. :wink:

SINGAPORE - The principal of one of the top schools here is assisting white-collar crime busters with investigations.

In a statement yesterday, the Ministry of Education (MOE) said Mr Steven Koh Yong Chiah has also been replaced as Principal of River Valley High School and redeployed to the Ministry of Education Headquarters as Principal (Special Projects).

The MOE said it had been informed by the Corruption Practices Investigation Bureau (CPIB) that Mr Koh was assisting in its investigations. The authorities were tight-lipped on details of the investigations. An MOE spokesperson said that the ministry was unable to comment further as the case is under investigation.

On the nature of the case and whether other people are involved, a CPIB spokesman would only say: "The CPIB can confirm the Ministry of Education's earlier statement that Steven Koh Yong Chiah is assisting the bureau in an investigation. Given the nature of our work and as investigations are still on-going, we will not be able to provide any further information."

Yesterday, a letter was also sent by MOE Cluster Superintendent Priscilla Chan to the parents and students of River Valley High.

In the letter, a copy of which was seen by TODAY, Mrs Chan said the redeployment of Mr Koh was to "safeguard the interests" of the students and the school as it prevents any disruption to school operations caused by the investigations.

Giving the reassurance that the school's programmes and operations will not be affected by the investigations, Mrs Chan added: "We seek your understanding that as the case is under investigation, is it important that we allow due process to take place and refrain from making speculation or comments that may prejudice the investigation."

With effect from today, Mrs Teo Khin Hiang, 54, has been appointed as the Principal for River Valley High. Mrs Teo was the Deputy Director of the Programme Coordination Office in MOE HQ, and was previously the Principal of the Singapore Teachers' Academy for the Arts (STAR), the MOE said.

Students as well as former River Valley High pupils who were under his charge were shocked by the news.

They described Mr Koh as a strict but well-regarded Principal.

"He was really efficient in planning events and implementing strategies to drive the school forward," said one of them, who declined to be named, "He also managed to pull up River Valley High's academic performance in various fields in just one to two years."

Mr Koh was appointed Principal of River Valley High in Dec 2009, after about seven years as Principal of Jurong Junior College.

Nevertheless, Mr Koh was also known for his unconventional approach, as well as for being a trailblazer in securing commercial tie-ups with private companies.

Earlier this year, his plans to get all the school's pupils and teachers to use the iPad in the classroom raised heckles among some parents.

While parents were concerned about having to pay for the tablet devices, Mr Koh reportedly said that it was "not compulsory" for students to buy them. He added that students who cannot afford one will receive school subsidies or be loaned a set for free.

In June last year, the River Valley Badminton Academy was set up in partnership with Li-Ning, a sporting goods company based in China.

According to the students and former pupils, their T-shirts for Physical Education lessons bear the Li-Ning logo, and there are advertisements of sports equipment placed around the school.

A former student, who declined to be named, noted that while the pupils were happy with the financial support for the sports co-curricular activities, "the conspicuous banners and advertisements around the school can be irritating at times as we felt the school was commercialised".

When it rains in December, there is ponding & you can row your sampan in the school field, back then, it was know as flooding! Sorry RIVER VALLEY ROAD.

RV principal Koh kenna CPIB investigation, according to Leegime tabloid times, involves MILF??? tour company boss. Leegime tabloid times claims CPIB interrogate several teachers currently employed in Chinese High and wants to dig out details from them on Koh & MILF boss. MILF boss is director or shareholder in many companies and company services include indoctrination tour groups, management(??)
and consultation(BJ?) services.

This case closer to NBG. He's the approving authority, but did not participate in tender committee. Did not know his mistress company is actually bidding for his school's projects.

The fact that subject posted to become a Principal (Special Project) strongly suggests two things. Either it is not a serious case (more of misconduct) or they have just started investigation. In most cases, they will covertly investgate first before calling you up to verify their findings.

A principal at a top secondary school in Singapore was called up to assist in a government corruption probe, said the Ministry of Education (MOE).

River Valley High School (RVHS) principal Steven Koh Yong Chiah was replaced Thursday and posted to another role at MOE’s headquarters, according to a statement from the ministry released on Wednesday.

It did not give further details on the case, however. The Corrupt Practices Investigation Bureau has also yet to offer comment on the matter, although it told local media that Koh is assisting it in a probe.

The 58-year-old started out teaching at The Catholic High School in 1981, and first became principal of Kranji Secondary School five years later. He then spent three years as the principal of the then-Chinese High from 1999, after which he served as principal of Jurong Junior College for about seven years before becoming RVHS’s principal in 2009.

When asked, one alumnus who attended The Chinese High School while Koh was principal there told Yahoo! Singapore that although Koh was quite the disciplinarian, he was nonetheless a good principal while at The Chinese High.

"He's generally likeable, (but) very firm on discipline," he said, adding that he frequently recited Chinese idioms and poems during school assembly.

The alumnus, who declined to be named, said he heard from friends at River Valley that Koh once made a couple in the latter school sign a binding document agreeing to break up after being caught holding hands in public.

He also shared that under Koh's charge, RVHS tended to be "quite obsessed with cutting costs".

"They substituted Pentel markers for cheap China-made ones that ran out of ink after one day," he said. "I thought that was ridiculous and eco-unfriendly."

Local daily TODAY reported that Koh was a pioneer in securing commercial tie-ups with private companies. These included the use of iPads in classrooms, and more notably the establishment of the River Valley Badminton Academy last year, in collaboration with Chinese sportswear maker Li-Ning.

The latter tie-up reportedly resulted in school physical education T-shirts bearing the company’s logo, and sports equipment advertisements appearing around the campus.

Incidentally, The Straits Times on Thursday reported that Li-Ning will be closing its regional headquarters based in Singapore by the end of this year, citing cost reduction and fierce competition as reasons.

According to the ministry, Koh is being replaced by 54-year-old Teo Khin Hiang, MOE’s deputy director of its programme coordination office. Teo previously was principal of the Singapore Teachers’ Academy for the Arts, and was cluster superintendent and principal of Chua Chu Kang Secondary, Pasir Ris Crest Secondary and Commonwealth Secondary.

Meanwhile, Koh will be re-deployed to take up the role of principal for social projects at the MOE.
