SINGAPORE - Public officers who visit casinos “frequently” or who have purchased the annual casino levy will be required to declare these actions, Deputy Prime Minister Teo Chee Hean told Parliament today.

The Public Service Division is reviewing rules and requirements to be imposed on its officers visiting the two casinos here, and is working out implementation details to strike a balance between strengthening safeguards and imposing too many rules, Mr Teo said.

Some things never change. Been like that for the past 3 decades or more. When something big sala, it is 'who' sala? Never 'what' went sala? Even before all these things took place, civil servants were already afraid to be seen in the casinos because they knew their bosses would not view their visits positively.

Back in the good old days, police officers were encouraged to visit either the Senior Police Officer Mess at Mt Pleasant or the Junior Officer Mess near old Ladyhill hotel. Supposed to 'support' our mess. Some officers were regulars - drinking or jackpot machines. One fine day, a very high ranking officer remarked that these 'supporters' were alcoholics and/or pathological gamblers. From then on, no one of sound mind wanted to be seen at the mess drinking or playing the machines.
