To be fair to the SG govt they thought that the vaccinated people would not become carriers of the covid virus. Hence the strategy was to vaccinate enoigh people to attain herd immunity. Ie there are not enough people that the virus can infect and naturally the virus dies out.
Thats what a vaccine was supposed to do from my understanding. But looks like definition of a vaccine has been clarified. In the past vaccination was synonymous with immunization. Apparently it never was.
