The police here are damn idle and if they can avoid paperwork they will.

Unless you force their hand, they will not arrest.

You may be right but several people claiming to have been on scene have responded to his thread and agreed to his account of events. They have also said they'll testify if needed.

It seems that the police acted to silence any future Sporeans who might want to complain about foreigners

The authorities are asking for trouble because if the "lesser mortals" cannot rely on the police we may see more people will resort to street justice rather than troubling the police.
