SINGAPORE: Singapore must learn from the recent flooding episodes and upgrade its infrastructure and systems, said Prime Minister Lee Hsien Loong. However, he added, it is also not realistic to expect the country to be completely free of floods.

And, individuals need to also take responsibility.Mr Lee said this at the opening of the PUB's Active, Beautiful, Clean or ABC Waters project at Lower Seletar Reservoir. After a S$10 million facelift under the ABC Waters programme, Lower Seletar Reservoir now has new facilities, among them, a 170m bridge which extends from the banks of the reservoir, allowing residents to venture over the water.

Children can also have fun at the new water play area and wading stream. The ABC Waters programme is a long-term masterplan to transform Singapore's waterways and reservoirs into vibrant community spaces. Visiting the revamped area on Sunday, Prime Minister Lee reminded Singaporeans to be responsible for the facilities even as they enjoy them.

He said: "We all have parts to play to keep public places and our waterways clean. We must prevent the litter from choking up our drains, otherwise the litter will find its way into the drains, into the canals, into the reservoirs and pollute our water supply."

Turning to the recent floods, Mr Lee said Singapore must learn from the episodes and upgrade its infrastructure and systems.

He said: "We will continue to implement new drainage works, improve the design of the drainage systems and to deal with more intense storms. But I don't think it's possible in Singapore to expect the place to be completely free of floods. Because if you're going to do that, you'll have to have huge tracts of land put aside for huge monsoon drains which will be empty most of the time, the land is tied up, the infrastructure will cost a lot of money."

So, Mr Lee said a more realistic objective is to prevent widespread and prolonged flooding and limit the risk to lives and damage to properties. He added that contingency plans should be in place to ensure that if there's heavier rain than usual, the relevant agencies are able to respond quickly to deal with the problems.

The Marina Barrage was conferred the Superior Achievement Award[4] - the highest honour of the competition for the best project entry - at the AAEE Annual Awards Luncheon held in Washington, DC, USA on 6 May 2009. The Marina Barrage beat 33 other entries to take home the top prize in this year's competition organised by the American Academy of Environmental Engineers[5] (AAEE), becoming the second project outside of USA to win the award, in the last decade[6].

The S$226 million project turns Marina Bay and Kallang Basin into a new downtown freshwater Marina Reservoir. It provides water supply, flood control and a new lifestyle attraction.

By keeping out seawater, the barrage forms Singapore’s 15th reservoir and first reservoir in the city. Marina Reservoir, together with the future Punggol and Serangoon reservoirs, will increase Singapore’s water catchment areas from half to two-thirds of Singapore’s total land area.

Marina Barrage also acts as a tidal barrier to keep seawater out, helping to alleviate flooding in low lying areas of the city such as Chinatown, Jalan Besar and Geylang.

When it rains heavily during low-tide, the barrage’s crest gates will be lowered to release excess water from the reservoir into the sea. If heavy rain falls during high-tide, the crest gates remain closed and giant drainage pumps are activated to pump excess water out to sea.

As the water in the Marina Basin is unaffected by the tides, the water level will be kept constant, making it ideal for all kinds of recreational activities such as boating, windsurfing, kayaking and dragonboating etc.

Here is an exclusive - the procedure kicks in when the tide is above a certain height. During the critical period of rainfall that caused the Orchard Rd flood, the tide was actually low. No one thought that opening the crest gates would have helped suck out the water from stamford canal despite its blockage.

What is even more interesting is that the Flood would not have occurred in the first place if the Barrage was not built. If the barrage was not built, due to the low tide, water would have been sucked out as the level at the canal mouth is much lower. This is not a king tide event. All, our previous floods occurred during King Tide. This was human error.

As you know the Barrage was built for 2 reasons, (1) recreational use and (2) reservoir but these clowns thus made constant water level the primary driver.

Remember you heard it hear first. It is also the the reason why old man called for individual responsiblity. There is one head about to be rolled.

What could the nurseries in Upp Thomson Rd have done when MacRitchie Reservoir released water without notice back in 2007? What could Kampung Java residents have done when the floodgates in Upp Bt Timah were opened and those downstream, e.g., Rochor Canal and Marina Barrage are kept shut?

Just get rid of the PAPzis. They will just sink all of us.

But the bigger problem is not him saying what he did, because most politicians all over the world would have said the same things.
The bigger problem is that there would be a large number of Singaporeans reading the straits times reports on what he said, and nodding sagely in agreement with his comments.
This naivety and apathy is the bigger problem.

Now with the large influx of FTs, notably from countries with bad litter habits, and poor public hygiene, coincidentally, the canals and drains are clogged with litter. Is Gay Loong too stupid to put 2 and 2 together? Who wants to bet the majority of this litter thrown by new 'talents'?

Technology is only as good as the people who use or operate it. After decades of PAP rule, all those who would bother to question their superiors have been weeded out.
