Reformative training for youth who committed sex offences against underaged aunt, cousin, other victims

SINGAPORE — Over about three years, a male teenager committed sexual offences against four young female victims, including his cousin who was seven years old at the time and an aunt who was eight.
On Thursday (April 6), the offender, now aged 20, was sentenced by a district court to undergo reformative training for a minimum of 12 months. The accused and his victims cannot be named due to a court order to protect their identities.

Reformative training is a regimented rehabilitation programme for offenders under 21 who commit relatively serious crimes.
The young man pleaded guilty last year to one count each of sexual assault involving penetration and molestation of persons under 14, one count of sexual penetration of a person below the age of 16 and one count of voyeurism.
He had 14 other various charges taken into consideration during sentencing.

According to court documents, sometime between September 2018 and October 2018 when the offender was 15, he went to a provision shop near his home with his maternal aunt. The aunt, identified as V1 in court documents, was eight at that time.
While at the shop, the young man recalled a wet dream he experienced when V1 stayed over at his home.

Feeling aroused, he took the victim to a staircase landing of a nearby block of flats, where he began to touch her inappropriately over her clothes.
After a while, he asked V1 to perform a sexual act on him. The child complied as she was scared, court documents said.
On a separate occasion sometime the same year, the offender molested his cousin over her clothes for about five minutes while she was asleep next to him in the living room of his home.
The victim was aged between seven and eight years old at that time.

In March 2021, when the accused was 18, he met up with a 15-year-old with whom he was in a romantic relationship.

At that time, he was on bail after being charged with sexual penetration of a minor below the age of 16 in relation to her in August 2020. As part of his bail conditions, he was not allowed to contact her.
However, when they met in March 2021, they went on to have sex at a staircase landing without wearing any protection.
The victim missed her period and tested positive on a pregnancy test kit in April 2021. Her school then reported her pregnancy to the police on June 10, 2021.
In November the same year, the offender trailed a 16-year-old student in uniform who was exiting Braddell MRT station.
While she was on the escalator, the young man moved forward and stood just two steps behind her, even though no one else was on the escalator.

When the victim turned back, she saw the offender hold out a mobile phone behind her knee “at around the end of her skirt”.
Upon seeing the victim turn back, he immediately turned off the phone screen and asked her for directions.
According to court documents, most of the charges taken into consideration involved sexual offences, though it is unclear if they involved the same victims as the offences for which the young man was convicted.
These related charges include molestation as well as possessing almost 600 obscene films.
The offence of sexual assault with penetration carries a jail term of up to 20 years, with a fine or caning.
If the offence is committed against a person under 14, the minimum jail term is eight years (up to 20 yrs), with at least 12 strokes of the cane.
