is the cpf withdrawal age correlated to whether we want 3 meals at hawker center,food court or restaurant?

Boleh land also has EPF but no minimum sum. Why CPF must have rules on min sum? Why return the money to PR when they leave SG but cannot return money to sinkies at 55? To add insult to injury, PR can always return to work again SG but not banned after taking back his CPF.
