Former president of ST Marine charged with corruption; fourth high-level exec charged

SINGAPORE - The former president of ship builder Singapore Technologies (ST) Marine was charged on Tuesday with corruption.

See Leong Teck, 64, is the fourth to be charged in this case, following three others who were hauled to court earlier this month. He is said to have conspired with four others to pay bribes, totalling $556,174 and sex to agents of customers. The bribes were allegedly in return for ship repair contracts.

See faces seven charges in all. The conspiracies he was allegedly a part of took place between 2004 and 2010. The bribes were allegedly paid between May 2004 and December 2007. Two others named in the conspiracy with See on Tuesday had already been charged on Dec 11. Former senior vice-president (Tuas Yard) Mok Kim Whang, 64, was named in one count involving $43,721. Former group financial controller and senior vice-president (finance) Ong Teck Liam, 58, appears in two of the charges, involving $247,658. Separately, Ong faces 118 counts of making false petty cash claims amounting to over $520,000 in entertainment expenses, when there should have been none. Meanwhile, a former chief financial officer of group subsidiary Vision Technologies Systems, Patrick Lee Swee Ching, is named in five of See's charges. These involve $308,516. A fourth alleged co-conspirator, Teh Yew Shyan, has died. ST Marine, a subsidiary of ST Engineering, is a shipyard providing ship building, conversion and repair services worldwide. See served as ST Marine's president from 1997 to 2008. He was succeeded by 54-year-old Chang Cheow Teck, who was among the three charged on Dec 11. Chan held the role till April 2010, and then served as president of ST Aerospace from May 2010 to June this year. See, represented by Mr Wendell Wong of Drew and Napier, is out on $150,000 bail. His passport has been impounded. If convicted, he could be jailed for up to five years and fined up to $100,000 on each count of corruption.

Announcement Of Criminal Proceedings Against Former Employee Of ST Marine





Singapore, 30 December 2014 – On 12 September 2011, Singapore Technologies Engineering Ltd (“ST Engineering”) announced that the Corrupt Practices Investigation Bureau (“CPIB”) was investigating certain transactions involving former and current employees of Singapore Technologies Marine Ltd (“ST Marine”). A SECOND ex-president of Singapore Technologies Marine Ltd (ST Marine) has been charged in court, in a corruption scandal that has implicated six of its former high level executives.

See Leong Teck, who was president of ST Marine from December 1997 and retired in February 2008, faces seven counts under the Prevention of Corruption Act.

The 64-year-old is accused of conspiring with four former colleagues Mok Kim Whang, Patrick Lee Swee Ching, Teh Yew Shyan and Ong Teck Liam to corruptly bribe agents of ST Marine's customers in return for ship repair contracts between 2004 and 2010.

Court documents state that bribes amounting to more than S$556,000 were made out between May 2004 and Dec 2007 to employees of Hyundai Engineering and Construction Limited - Pyo Sei Jin and Seo Tae Kyu - as well as an unnamed staff of Myanma Five Star Line.

Mok, the former senior vice-president (Tuas Yard) of ST Marine from June 2000 to July 2004, was charged in court three weeks ago, along with Ong, and former president of ST Marine, Chang Cheow Teck.

Chang was president of ST Marine from March 2008 to April 2010 and president of ST Aerospace from May 2010 till June this year, while Ong was the group financial controller and senior vice-president of finance from April 2007 to December 2012.

Chang and Mok were charged under the Prevention of Corruption Act while Ong faces 118 counts of allegedly defrauding the company by abetting false entries in petty cash vouchers for bogus entertainment expenses.

Of the remaining senior executives implicated, Lee had served as ST Marine's group financial controller from January 2001 to October 2006 before he left to join VT Systems. He retired in October 2012.

Chang's lawyer, Hamidul Haq, said Mr Teh, who was a senior vice-president at ST Marine from 2004 to 2010, is deceased.

See's pre-trial conference has been fixed on Jan 9 and bail was offered at S$150,000.

The maximum penalty under Section 6(b) of the Prevention of Corruption Act is a fine of S$100,000 and a jail term of five years.

ST Marine is a wholly owned subsidiary of bluechip engineering giant Singapore Technologies Engineering (ST Engineering), a solutions and services provider in the aerospace, electronics, land systems and marine sectors. ST Engineering is controlled by Singapore investment firm Temasek Holdings.

By Recruiting more from the Armed Forces, is the PAP preparing for a coup? Is our government a stratocracy (a form of government headed by military chiefs)?

Have you ever wondered why so many of our top civil servants and ministers are top military generals?

Is the government preparing for a coup by ensuring that they have the military on their side? We have already seen how easily the military can throw out the government like it did in Thailand.

We heard recently that more army personnel are joining the Government linked companies, and they are already in the ministries and the PAP.

We have Desmond Kuek, in SMRT and Lui Tuck Yew, a Rear Admiral , in the Ministry of Transport. Both have totally no experience in the field.

The list goes on: Tan Chuan-Jin , in Ministry of Manpower and Chan Chun Sing as the Minister for Social and Family Development as well as Second Minister for Defence.

Why does the Government sacrifice those with talent and relevant experience in the field and choose to hire men from the armed forces instead.

In other countries, for the betterment of the countries, they chose somebody with relevant skills and knowledge in the field in order to give valuable input to improve the country. It seems that in Singapore, the most relevant qualification is a high rank in the military.

What is their motive?

We already have Teo Chee Hean and Lim Hng Kiang are all from the army;

Another shock: there are swarms of military men in the GLCs.

Huge numbers ? Why are there so many army personnel holding high positions in the government linked companies?

Will the oppositions ever take over Singapore? the answer is NO!

Like in Burma , North Korea and formerly Indonesia, where those in the armed forces are rewarded in high places, we seem to be following the same foot-steps, even though they have no relevant experiences in the field.

Burma and Indonesia have given up on this military Junta which was found to be full of complacency and corruption but the PAP are still full swing into it. What is going on?

First they were in the Government offices, then they came to GLCs, are they building up something?

Every election, there is a drop in support for the PAP, for them I believe, it is a ticking time bomb, it is only a matter of time before opposition will take over Singapore, no matter how many foreign mercenaries they brought in, their supports keep dwindling.

Is it possible that when it happens, they want to have the military on their side so that they could hold a coup?

Under the military governments in Burma and Indonesia, the people suffered heavily. There was widespread corruption, poverty, huge income gaps, nepotism and cronyism.

Look carefully, we are following the same footsteps with so many military men in top positions.

Even our PM, himself is a general and we have so many ministers who are army personnel and we have huge numbers in government link companies.

They are there to do the battle. And who are the enemies? The citizens.

History tell us, countries with a high concentration of military men in key positions lead to inefficiency and corruption which will lead to the downfall of a country. But why is our government failing to see it?

Chang Cheow Teck resigns as president of Singapore Technologies Aerospace

He has stepped down to pursue personal commitments.

Singapore Technologies Engineering announced the resignation of Chang Cheow Teck as president of Singapore Technologies Aerospace effective 1 July 2014.

Tan Pheng Hock, the group's president and CEO, will oversee the business of ST Aerospace until a successor is appointed. To facilitate a smooth transition, Mr Chang will take on a role as advisor to Mr Tan until 31 December 2014.

Mr Chang, 54, was in charge of the overall management of the Aerospace sector.

He was appointed to the post 1 May 2010.
