This is the second mass outbreak in that area in recent memory. Let me explain why......

As such, if TS's quotes are true, the minister is only half-correct about those claims.
It is correct that "close and prolonged exposure" increases the bacteria/germ load and makes people very sick with TB.

However, with smaller exposure, most people will have Latent TB exposure; it is still easy to get infected but it doesn't make you sick for 1-5 years or forever.

Once you are sick, you can go around infecting people. We did the right thing last year by identifying positive cases (not very sick) and treated them. The outbreak this year in same area hinted that many carriers were not identified and went on to infect others.
